South Bend Redevelopment Commission <br /> Regular Meeting—September 13, 2012 <br /> 6. NEW BUSINESS (CONT.) <br /> F. South Side Development Area <br /> (1) continued... <br /> turn lane for east bound traffic and a <br /> dedicated left turn movement for west bound <br /> traffic. Additionally, a dedicated right/north <br /> turn lane would need to be constructed at the <br /> intersection of Ireland and Michigan to help <br /> move traffic. <br /> Two alternate concepts were developed for <br /> this option. Alternate C-1 is a standard <br /> intersection with additional turn lanes added <br /> to Ireland and a median added to Fellows <br /> Street north of Ireland allowing south bound <br /> traffic to turn right/west only onto Ireland. <br /> This median is necessary to aid in traffic <br /> flow by reducing the amount of light and <br /> traffic movements at the intersection. <br /> Alternate C-2 is a round-about-based <br /> intersection that would allow free-flow traffic <br /> at the intersection and would not have traffic <br /> restrictions. <br /> Because all traffic north of Walter Street <br /> would be restricted from access to Ireland <br /> Road, Alternative C requires the upgrade of <br /> the intersections of Teri, Barbie and Fellows <br /> and creates an upgraded Barbie/Fellows <br /> intersection to take advantage of the new <br /> traffic signal proposed for Michigan. This <br /> would allow two signalized access points <br /> in/out of the neighborhood and allow non- <br /> signalized access at Walter Street. <br /> Alternatives C-1 and C-2 require fewer <br /> acquisitions: likely, seven full residential and <br /> three full commercial acquisitions and at <br /> least four partial right of way acquisitions. <br /> 24 <br />
