South Side Development Area <br /> (1) continued... <br /> incorporate sewer separation, improvements <br /> on storm water drainage and system <br /> management, and the addition of a separated <br /> pedestrian trail and completion of the <br /> sidewalk network. The project, as proposed, <br /> will require the acquisition of 30 properties <br /> and right of way from at least six other <br /> properties. Design work would be done <br /> through streetscaping to mitigate the traffic <br /> impact on the neighborhood, and the <br /> improved pedestrian features will make it <br /> safer for people to circulate adjacent to the <br /> roadway. <br /> The project acquisition cost with this <br /> alternative is estimated at $3.2 million (based <br /> on 2012 property tax assessment with <br /> adjustment for relocation) and with a <br /> projected loss of tax revenue at $36,000 <br /> (based on 2012 tax bill value). <br /> ALTERNATE C-1 AND C-2 <br /> Alternate C uses Ireland Road as the route to <br /> Michigan Street. Upgrades to the <br /> intersection of Ireland and Fellows would be <br /> required to better accommodate forced left <br /> and right turns onto Ireland. A key element <br /> of this alternate concept is the cul-du-sac-ing <br /> of Fellows Street south of Walter Street and <br /> not allowing traffic to continue along <br /> Fellows north of the intersection. In addition <br /> to providing new turn capacity from Fellows <br /> to Ireland, work would also need to be done <br /> to improve Ireland Road to allow for the <br /> additional traffic returning south across the <br /> bridge. That would require a dedicated right <br /> 23 <br />
