The South Bend Redevelopment Commission has conducted a study of the East Bank Development Area and has found that the area has become bli hted and conditions can not be corrected by the regulatory process or by ordinary operations of Orivate enterprise. This finding is based on the following information: 1. Forty -Seven (47) per cent of the land within the boundaries of the East Bank Development Area is currently vacant; 2. The declining industrial use has had a deteriorating effect on residential and commercial property. Since 1960 the population of the area has declined 83 per cent, from 262 to 44, and the number of households has decreased 72 per cent, from 130 to 37; 3. There are 84 structures in the area and approximately 25 per cent are deficient, requiring varying amount of structural repair. The South Bend Redevelopment Commission finds that it will be of public benefit to the public health and welfare to redevelopment the East Bank Development Area.
