Co: <br />Mr. <br />addi <br />elopment Commission <br />- August 12, 1983 <br />(Cont.) <br />The South Bend Redevelopment Commission has <br />conducted a study of the East Bank Development <br />Area and has found that the area has become <br />bli hted and conditions can not be corrected by <br />the regulatory process or by ordinary operations <br />of Orivate enterprise. This finding is based on <br />the following information: <br />1. Forty -Seven (47) per cent of the land within <br />the boundaries of the East Bank Development <br />Area is currently vacant; <br />2. The declining industrial use has had a <br />deteriorating effect on residential and <br />commercial property. Since 1960 the <br />population of the area has declined 83 per <br />cent, from 262 to 44, and the number of <br />households has decreased 72 per cent, from 130 <br />to 37; <br />3.
