That you can't just <br />fire and hire them like that. <br />Mr. Robinson stated that he has been in the busi- <br />ness for 36 years, not as an employer but he has <br />been working at it. He said that Mr. Bockaj ought <br />to ow in an hour or two if an employee is not <br />qualified and he can certainly get rid of him. <br />Mr. ckaj asked how long it takes to get another <br />guy 4nd train him for the same price. <br />Mr. obinson said he could not answer that but <br />that you can get trained people already. <br />Mr. Nimtz asked if anybody else desired to be <br />Mr. eese from Reese and Sons Construction read <br />the following statement: <br />Gentlemen: <br />I have consulted with my attorney regarding pro- <br />cedures that have been filed by this Commission <br />to date, and particularly at the meeting on Fri- <br />day, February 25, 1983. 3-I am firmly convinced <br />that there is no basis in fact, or in law „ for <br />this Commission to refuse to honor the bid that <br />I have submitted under the proposal of Reese & <br />Sons for the rehabilitation of the house at 1137 <br />West Jefferson Boulevard, South Bend, Indiana. <br />And the only basis or reason given by Commissioner <br />Robinson was that, and I am quoting from the Tri- <br />bune dated Friday, February 25, 1983: "There might <br />be an erosion of quality of work... ". This is an <br />outright slander and this is no reason to reject <br />the bid. The idea of "there might be" is absolutely <br />pure speculation. The same thing might be said for <br />the iighest bidder. <br />And to criticize the fact that a one -man business <br />wants to operate at a figure lower than what you <br />as C mmissioners feel is beneath the wage scale is <br />anti democratic. A man can sell his labors with <br />a price the market will pay. Possibly he can be <br />expe ted to pay wage scale to those who work for <br />him, but he can certainly work under wage scale <br />that he chooses.
