They read the specifications which <br />the Bureau submits to them. They do realize the <br />new scale, yes. <br />Mr. Robinson asked if he realized that he is break- <br />ing a federal law when you under pay. <br />Mr. Bockaj stated that it is not breaking the law <br />and that other towns do not have federal regulations. <br />Mrs. Kolata explained that there was a misunder- <br />standing.
