How- ever, that does not prevent a contractor from doing over and above specifications. She stated that Heritage could have very easily been over and ve in their bid. Mr. i.asecki asked if she had ever questioned them as to why their bid was so high. Ms. Colston stated that they do not question them as to why their bid was so high. Mr. punt noted that that was pretty standard practice as it is with the Board of Works. Mr. Bockaj of Bockaj Construction said that Heri- tage Construction has an overhead where smaller con actors don't have. He stated that he is one of Uie small contractors and Bockaj Construction bid on the job at $14,000. Mr. Robinson stated that, unless they are going up, e cost of materials will basically remain the 3ame whether you are a big contractor or a smal contractor. The only difference would be vol e. If the contractor is larger he buys a lot f materials. He stated that that is the only edge. -4-
