He felt it was still the <br />same problem. <br />Ms. Holston said that part of the reason for <br />the spread is the result of the number of people <br />that have bid on the contract. There were eight <br />that actually bid on the contract. Heritage Con- <br />struction is very meticulous and precise in res- <br />toration. They would look at different items and <br />different treatments. The Bureau does have its <br />general regulations. All contractors have to re- <br />hab to the same specifications, the same quality <br />of materials. <br />Mr. naldson stated that he had a problem with <br />how one outfit can do a job for $15,000 when there <br />is a large spread between two bids. He asked if <br />we h ve the specs that these contractors use and <br />if ey are brand names that they use. <br />Ms, Holston said there are parti:cular.types <br />of materials that are required to be used. How- <br />ever, that does not prevent a contractor from <br />doing over and above specifications. She stated <br />that Heritage could have very easily been over <br />and ve in their bid. <br />Mr. i.asecki asked if she had ever questioned <br />them as to why their bid was so high. <br />Ms. Colston stated that they do not question <br />them as to why their bid was so high. <br />Mr. punt noted that that was pretty standard <br />practice as it is with the Board of Works. <br />Mr. Bockaj of Bockaj Construction said that Heri- <br />tage Construction has an overhead where smaller <br />con actors don't have. He stated that he is one <br />of Uie small contractors and Bockaj Construction <br />bid on the job at $14,000. <br />Mr. Robinson stated that, unless they are going <br />up, e cost of materials will basically remain <br />the 3ame whether you are a big contractor or a <br />smal contractor. The only difference would be <br />vol e. If the contractor is larger he buys a <br />lot f materials. He stated that that is the <br />only edge. <br />-4- <br />
