OLD BUSINESS (Cont.) <br />a. uonriLnuea... <br />Mr. Hunt noted that in January, 1980, there was <br />a mo itorium placed on the housing program be- <br />cause of the audit that was done in 1979. Since <br />1981 the program was reopened with new procedures <br />and 3ince then there has been a drop in change <br />orde s coming before the Commission. He stated <br />that there are legitimate change orders. <br />Mr. Bockaj said that some of the work you can <br />blam on the contractor not doing the job right, <br />but 3ome of the work you have to blame on the <br />peop e in the house because they didn't take <br />care of it. <br />Mr. Donaldson stated that a contractor's work is <br />ins cted after its finished and they are cleared <br />of t at. <br />Mr. ockaj said that when HUD comes back and say <br />that a door is off they are going to go after the <br />con actor not the homeowner. <br />Mr. naldson said that is true, but when a job <br />is finished the Bureau of Housing inspectors go <br />in a d inspect it to see if the job is done right. <br />The =tractors responsibility ends there. Once <br />the Job is approved and you get your money any - <br />thin that happens after that is not the contrac- <br />tors fault. <br />Mr. �iasecki asked Mr. Bockaj if he uses licensed <br />pl rs and electricians. <br />Mr. Bockaj said yes, they give him a price and he <br />pays the wages. His insurance does not cover it <br />if he does the work himself. He stated that is <br />why lie wants the wage guidelines to drop a little <br />bit down so that he can afford to do something <br />with it. He stated that whoever graded the wages <br />for laborer at $12.55 an hour and gave the car - <br />pent r $9.90 an hour, there is something wrong. <br />Mr. obinson said no, that is what the area wage <br />scale established by.the Departmerit.of_Labor <br />based on a survey of what the wage scale is in <br />this area. <br />Mr. ckaj said you can't give a qualified man less <br />mone than a laborer who doesn't know the job. <br />-10- <br />
