OLD BUSINESS (Cont.) <br />a. uonLa-nuea... <br />Mr. obinson stated that they don't have laborers <br />in t e craft that he represents, that they have <br />Mr. Oockaj asked how they grade the laborer. <br />Mr. obinson said part of the survey conducted <br />by t e Department of Labor is for all crafts in <br />the area where they do it. <br />Mr. Hickey stated someone should come out in the <br />field and see how those two people compare up. <br />He said he would like to see how they conducted <br />the survey. <br />Mr. Robinson said that supposedly that is how <br />they conduct the wage scale. He stated that is <br />how the law says it is and how it is supposed <br />to ba conducted. <br />Mr. ickey said whoever that was did not conduct <br />the in the proper areas. <br />Mr. Bockaj said that you cannot compare small con- <br />tractors with big companies because big companies <br />get enough money to back them up and they have so <br />much tax write off. He said the Commission is ccm- <br />plai ing about that $10,000 for the guy over there <br />beca se he wants to get the job and keep his man <br />busy That is all he is trying to do. He is not <br />try# g to rip anybody off or do anything else. <br />Mr. Hickey said he thinks in the case of the low <br />bid ere has to be some decision made on that. <br />It s ould possibly be decided on a formula on how <br />near to the cost estimate one can be below. Maybe <br />the Commission should judge by the 10 -15 percent. <br />In a one or two man operation a man is not bidding <br />for a profit for this company. He is bidding for <br />labor for himself and family. If that is the case <br />then there certainly is a possibility of a 15% dif- <br />ference. The Commission should have a formula so <br />you ow what that percentage is. They know in the <br />beginning that they were signing docments and ac- <br />cepting the bid for that work. He stated he thinks <br />that sounds like a logical choice for that problem. <br />Wage control is another problem you have to come <br />up with some kind of an idea on. <br />Mr. ckaj suggested that they get those wages down <br />so tiRey can be bid decently. <br />-11- <br />
