Wntp-nuea... <br />Ms. Holston said that there is a number of <br />reasons why they might bid this high. They <br />might not have access to the materials right <br />away, they might not have anything on hand and <br />they anticipate on going out and purchasing <br />the iraterial totally and that might increase <br />their cost. They might be building in more <br />profit than some of these other people. They <br />might have more overhead or any number of <br />reasons why they might bid that high. <br />Mr. naldson asked if we should be responsible <br />for hat. <br />Mr. iickey said he thought that the main . reason <br />why here are higher bids is that the contractor <br />might already have an abundance of work and is <br />just hoping that no one else will bid on that or <br />that maybe only one other company would bid and <br />they too have an abundance of work. Maybe one <br />of t ie two of them will get that job and make a <br />very large profit on it. <br />Mr. Donaldson stated he could not buy the dif- <br />Mr. Wimtz stated that he and Commissioner Robin- <br />son date back far enough on the Commission to <br />when they had a rash of complaints that jobs <br />wer 't done correctly. An audit was done by <br />HUD whereby the Commission was responsible to <br />redo 10 -15 houses or jobs because they hadn't <br />been done right. <br />Mr. Putler stated that there were many, many more <br />than that. <br />Mr. imtz said that the inspectors just weren't <br />doinj their job and they were passing things that <br />weren't right. This explains in part the concern <br />at tiis time of the Commission, that they do not <br />want to get into the same situation because they <br />have a very good record now and they don't want to <br />have a HUD audit a year from now and say it wasn't <br />done right. Mr. Nimtz stated that he hoped our <br />ins tors are up to the quality that we have had <br />the last year or two. He asked that there be some <br />understanding as to why there is some reluctance <br />of the Commission in this regard. <br />
