13
To: Elicia Feasel <efeasel@southbendin.gov>
Cc: Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. LaSalle Ae. South Bend

Good Morning Elicia,

Thank you for the feedback. I am currently having my inspector alter our scope of work
to add in an option to rehab the windows and install jamb liners and strip the porch
floor. Once I receive the revision I will send it back to you for review.

Thank you,

Justin Tyrrell
Manager of Lead Programs
Indiana Community Action Association
1845 W. 18th Street
Indianapolis, IN 46202
Phone: 317‐638‐4232

From: Elicia Feasel [mailto:efeasel@southbendin.gov]
Sent: Thursday, December 12, 2019 9:44 AM
To: Justin Tyrrell <jtyrrell@incap.org>
Cc: Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. LaSalle Ae. South Bend

Justin –

The City does not endorse contractors but does offer a compilation of window repair
resources that we are made aware of, see attached. The due diligence that is needed
prior to any consideration of new windows, would be to determine the condition of
the existing windows and to consider lead paint removal. Unless the windows are
deteriorated beyond repair, preservation of the original wood windows is the staff
recommendation, especially when the historic property has an outstanding rating as
713 W LaSalle does. From our experience, refurbishing original windows is more often
less expensive than replacement with a new product.

Porch replacement would follow the same procedure of due diligence, determine the
condition of the existing and to consider lead paint removal. Unless the porch is
deteriorated beyond repair, preservation of the original porch is the staff
recommendation.

Historic Preservation staff can be scheduled to make a site visit and document window
and porch condition, if that would be helpful.

Repainting anything, wood siding, windows, porch, etc. is eligible for Administrative
Approval as they are routine maintenance and would not need to go to the Commission
for public hearing.

Upcoming Commission application deadlines and meeting dates are attached.

Let me know how else we can keep moving forward…
