3 <br /> <br />Having an understanding of the cost difference would be useful for you to know, however, cost may not be relevant to <br />the Commission’s decision. <br /> <br />I did see the letter from the SHPO that you provided but it did not provide any detail as to what specifically was found to <br />have “no adverse effect”. 713 W LaSalle is an individually listed Local Landmark governed by South Bend ordinances for <br />historic properties where Group B standards are used to rule on changes; the Indiana DNR rulings do not set precedent <br />locally. In addition to being a Local Landmark, the property is in a National Register District – this project will also be <br />reviewed by DNR. Please let me know once that’s <br />been completed. <br /> <br />There is a video on the website of the jamb liner manufacturer that provides more information about how these are <br />installed, but I understand that it doesn’t show them installed in a home like this. I emailed the manufacturer this <br />morning asking about their lifespan, the ability to install new ones if these fail, and to see if they can provide before and <br />after pictures. I also reached out to another contractor on my bidders list who has installed a product like this before. I <br />will get that information to you as soon as I can. <br /> <br />We could spec to fully strip and fix the windows as the HPC is suggesting, but I expect that cost would put this project <br />beyond what we could afford to pay. I personally have not had experience with Jamb liners, but the benefit of installing <br />them over the option mentioned above is reduced cost, but also increased functionality. These liners should make the <br />windows easier to move up and down, but make them more energy efficient as well. <br /> <br />Elicia, I sent you information about another project recently approved by SHPO where jamb liners will be used.
