LaSalle Ae. South Bend

Elicia,

Thursday March 5th will work for us, but I’m still waiting to hear if it will work for our tenant, Kate. I will let you know as
soon as I hear back. I have lots of questions but I think it’ll be easier to talk in person once you’re here and can see the
windows.

Here’s the link to our assessment. Many updates have been made since then, but the windows are the same aside from
some interior painting on the upper level windows.

Link: (scroll down to enter info)

http://www.benchmarkinspectionsllc.com/view‐my‐report.html

Username: DonieleFunkhouser283
Password: roof82shelf

Thanks,
Doni

On Feb 26, 2020, at 6:12 PM, Elicia Feasel <efeasel@southbendin.gov> wrote:

Doni –

The photos and outline in the appraisal would be useful if you could please send to my attention by the
March 2. In the past, regarding the plaque installation, you had mentioned Thursdays are good – would
a morning time work next week?

A solid solution is to remove the lead paint from the windows and their components. From what I
understand, based on how Justin has explained it (see thread below), some paint will be removed from
the windows but instead of completely abating it, they will stop short of removing the paint entirely and
instead encapsulate it behind new vinyl jamb liners. To install jambliners, the operating mechanisms and
windows will be altered/compromised and when the jamb liners break and cannot be repaired,
replacement will be the only option, and there will still be lead underneath. In an email on 2/6, Justin
states that the paint removal option is too expensive.

You had asked about new wood windows. Please see my 11/13 email to Justin. For several reasons, this
is not recommended. To be brief, these windows were designed for and fit the house. Lead paint can be
removed and the windows can be repaired indefinitely. To match the size/style of each of your
windows, wood windows would be custom. This would be a great expense and one that the lead grant
would likely not accept.
