2
costs on the interior, where Historic Preservation Standards do not apply? I would ask of you, what other compromise
can be worked out to maintain the original integrity and functionality of the windows for this Outstanding historic
property and still qualify the property for your funding?

The entire application is eligible for Administrative Approval and can be approved by staff immediately if the windows
can be rehabilitated without using the jambliners.

Elicia

From: Justin Tyrrell <jtyrrell@incap.org>
Sent: Friday, March 6, 2020 1:42 PM
To: Elicia Feasel <efeasel@southbendin.gov>; Doni <doni5@hotmail.com>; Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. LaSalle Ae. South Bend

Good Afternoon Elicia,

Unfortunately, when I reached out the manufacturer of jamb liners I directed you to as an example I was told those jamb
liners were not meant for windows such as the ones in this home. I apologize for that. I was however provided multiple
other examples though. Old Fashioned Windows and Millwork is one company that a colleague of mine referred me to
that he personally has used in the past. He can be available for a brief conversation today with you and I if that would
help or during the commission meeting on the 16th. He is a former contractor. Another example that has better
reference material is from Strybuc Industries. This link should go directly to page 136‐137 in their product catalog which
has information and diagrams about the installation. If the link doesn’t work let me know and I will print off, and scan, all
pages related to Jamb Liners to send to you. I have also attached a picture of what one of these jamb liners will look like
installed.

I also reached out to Chad Slider at the State Historic Preservation Commission specifically about jamb liners. Please see
his response attached. I have already been in communication with him about this project and plan to seek his approval
after I get yours.

Please let me know if there is anything else I can do to show you these are a generally accepted alternative to window
replacement in historic homes.

Thank you,

Justin Tyrrell
Manager of Lead Programs
Indiana Community Action Association
1845 W. 18th Street
Indianapolis, IN 46202
Phone: 317‐638‐4232

From: Elicia Feasel <efeasel@southbendin.gov>
Sent: Wednesday, March 4, 2020 4:34 PM
To: Justin Tyrrell <jtyrrell@incap.org>; Doni <doni5@hotmail.com>; Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. South Bend

Justin –

I did watch the video but have no sense still of what alterations need to happen to the original windows to install
jambliners nor a sense of what they look like when installed – please forward anything you learn of to my attention.
