Please keep in mind this is the type of product that will be used, not the
exact product. Federal procurement standards do not allow us to spec a particular product.

Jamb liners should be considered an acceptable option even if the windows are repairable. Beyond the cost (primarily
labor) difference the customer also receives a better operating and more energy efficient product. As I’ve mentioned
before it’s also been found by other preservation entities to be an acceptable option in historic homes. I won’t know
exactly how the options compare price wise until receive cost estimates.

I am getting the impression that the upcoming meeting could be useless if the staff recommendation is to rehab the
windows and little to no consideration is given to jamb liners. It seems my best course of action may be to just add
rehab as a fourth window option and get cost estimates. If, as I expect, window rehab comes back above what our
program is able to pay and we are not able to identify other ways to bring the cost down or offset the cost we can re
approach the HPC with the jamb liner option. If that’s not approved we may have to defer the home.

Does this seem accurate?

Thank you,

Justin Tyrrell
Manager of Lead Programs
Indiana Community Action Association
1845 W. 18th Street
Indianapolis, IN 46202
Phone: 317‐638‐4232

From: Elicia Feasel <efeasel@southbendin.gov>
Sent: Monday, March 9, 2020 12:24 PM
To: Justin Tyrrell <jtyrrell@incap.org>; Doni <doni5@hotmail.com>; Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. I was not able to access Strybuc so if you want it included,
please send a pdf asap.

I agree with the Indiana DNR staff that jamb liners could be an acceptable alternative to window replacement, however,
would add ‐ when the original are deteriorated beyond repair. Historic Preservation staff performed a site visit and
previewed a selection of the windows at 713 W LaSalle Thursday and determined that the original windows are in good
and repairable condition. You have mentioned on several occasions that “fully stripping and fixing the windows would
put this project beyond what we could afford to pay” – have you discovered the difference? Would it be possible to cut
