South Bend edevelopment Commission
Special Mee ing - April 16, 1961
6. NEW BUSQNESS
c. continued...
to the acquisition list, the Redevelopment Staff
dis ussed the matter with the HUD Area Office and
HUD stated that it was a local decision whether or
not to acquire Max's.
Mr. McMahon explained that there have been some pro-
grains as recently as a few months ago that operated
through the Small Business Administration that ad-
dressed indirect relocation assistance. However,
those programs are no longer in effect. The Staff
has reviewed and discussed with the owners of Max's
Gro ery their particular situation and the impact
of he removal of the 70 residential units in this
entire Monroe - Sample area and the effect that that
wou d have upon their business. The Staff feels
tha the removal of that amount of housing units
cou d have a substantial impact on their business.
Fron a long -range standpoint there is considerable
opp rtunity for a grocery store in the area, parti-
cularly along Monroe Street. However there will be
a p riod when._ any grocery operation in the neigh-
bor ood is going to be affected by our activity..
As a result, Mr. McMahon suggested to the Commis-
sioi placing Max's on the acquisition list at this
tim . He further suggested that, irrespective to
any decision to place Max's on the acquisition
list, it's the Department's intention to work with
Max's to encourage them to stay in the neighborhood,
and if staying at the present location is not going
to. work out, we are going to encourage them to
locate along the Monroe Street commercial area.
Mr. McMahon stated that placing Max's on the acqui-
sition list provides the Department an opportunity
to work with Max's, to encourage them to stay in
the neighborhood. We are planning on.putting an out-
reach office into the Monroe- Sample neighborhood to
han le some of the housing programs and some of the
rel cation and acquisition process, and we have
neg tiated somewhat with Max's Grocery Store to
establish that office in the store. This would pro-
vida them with rental income and some activity that
we think would help to offset any loss of business
as a result of the acquisition and demolition.
Sec ndly, we are going to have a need to relocate
soma families on a temporary basis in the neighbor-
hood and there are some facilities above Max's to
4
