PUBLICIHEARING (continued) <br />alleys in the area south of Bronson, as shown on the map, <br />will be vacated in the replanning process. In addition <br />to those changes, and I would like to point out to the <br />Commission that we have formalized them in an attachment <br />to the Resolution that you will consider, it would be <br />proper at this time to identify some of the procedures <br />with r spect to relocation and acquisition. <br />Mrs. K lata mentioned that originally plans called for <br />Carrot Street to be closed and now it is recommended <br />that Carroll Street remain open at the intersection <br />with Monroe. <br />Mr. McMahon explained that at this time the Department <br />felt that that approach was appropriate. Should the <br />development in that area happen in such a manner that <br />we feel it is to our advantage to close it, we would <br />come back at a later date to take action on it. <br />Mrs. K lata continued by saying that some of the items <br />she would mention at this time are not up for formal <br />action by the Commission at this point, but will be <br />taken nto consideration and will be acted upon prior <br />to any purchase offers being made for land in the area. <br />In the future the Commission will adopt a Determination <br />of Just Compensation, which is a technical term for de- <br />termin ng what the fair market value is of all properties <br />that will be acquired. There will be a statement of how <br />that value was arrived at and that basically what we are <br />saying is that we have had professional appraisals done <br />on the properties that we are to acquire, that different <br />approaches to appraising property are used in that <br />appraisal, and that the Commission and the Department of <br />Redevelopment will provide residents of the area who are <br />being cislocated with information covering relocation <br />advisory assistance and services and payments for which <br />the occupant may be eligible. The Department of Rede- <br />velopm nt will assist in relocating displaced families, <br />indivi uals, and businesses in purchasing or renting <br />a comparable dwelling of their choice within their <br />financial means. We have an obligation that replacement <br />housinc be decent, safe, and sanitary, and we will try, <br />to the extent possible, to locate displaced persons in <br />the neighborhood of their choice, which is reasonably <br />accessible to their place of employment or potential <br />place Of employment. <br />D <br />
