PUBLICIHEARING (continued) Once property is acquired we will pay incidental ex- penses that are associated with that, such as recording fees, title searches, paying for surveys and things along those lines. The residents of the area will be eligible for assistance in relocation benefits. These fall i to primarily two categories, one would be a homeowner who has lived there a minimum of 180 days or 6 months prior to the date of our purchase offer. Home- owners of that classification will be eligible to a re- placement housing payment of up to $15;000. If they choose not to be a homeowner any longer but instead to rent property, they will be eligible for a rental assist- ance payment of up to $4,000. Persons who are property owners and have not lived there 130 days prior to our purcha e offer, but have lived there more than 90 days, will be treated as a tenant. They will be getting a rental assistance payment or ad6w.payment assistance payment in an amount up to $4,000. Individuals or families who are purchasing by a conditional sales agree- ment (Land Contract) will be treated as homeowners in terms of relocation benefits if they can provide us with physical evidence of the condition of the land contract. If the Land Contract has been recorded, that will be sufficient. If the Land Contract has not been recorded with the County Recorder's Office, we will need proof in the form of a contract and evidence of payment that the condit ons of that contract are being met. If those terms re being met, we will treat Land Contract buyers as homeowners, and they would be eligible for the replace- ment housing payment of up to $15,000. Tenants who have occupied their dwelling for at least 90 days prior to our initia purchase offer will be eligible for a rental assistance payment or dbwn, payment assistance. in an amount up to 4,000. All individuals who meet the minimum 90 day re idency requirements will be eligible for moving expens s, either through actual moving cost or a fixed paymen . We have sent out to people whose property are are in ending to acquire a HUD Booklet, "When a Public Agency Acquires Your Property ". When we send out purchase offers we will also be sending out an appropriate booklet that explains either relocation assistance to displaced homeowners or relocation assistance to tenants. These basica ly explain some of the benefits that are available to the individuals. We will, at alater date, be adopting a Relo ation Policy. The Relocation Policy will in- corpor to these facts and will be adopted prior to any purcha e offers being sent out. 10
