PUBLICIHEARING (continued) <br />Once property is acquired we will pay incidental ex- <br />penses that are associated with that, such as recording <br />fees, title searches, paying for surveys and things <br />along those lines. The residents of the area will be <br />eligible for assistance in relocation benefits. These <br />fall i to primarily two categories, one would be a <br />homeowner who has lived there a minimum of 180 days or <br />6 months prior to the date of our purchase offer. Home- <br />owners of that classification will be eligible to a re- <br />placement housing payment of up to $15;000. If they <br />choose not to be a homeowner any longer but instead to <br />rent property, they will be eligible for a rental assist- <br />ance payment of up to $4,000. Persons who are property <br />owners and have not lived there 130 days prior to our <br />purcha e offer, but have lived there more than 90 days, <br />will be treated as a tenant. They will be getting a <br />rental assistance payment or ad6w.payment assistance <br />payment in an amount up to $4,000. Individuals or <br />families who are purchasing by a conditional sales agree- <br />ment (Land Contract) will be treated as homeowners in <br />terms of relocation benefits if they can provide us with <br />physical evidence of the condition of the land contract. <br />If the Land Contract has been recorded, that will be <br />sufficient. If the Land Contract has not been recorded <br />with the County Recorder's Office, we will need proof in <br />the form of a contract and evidence of payment that the <br />condit ons of that contract are being met. If those <br />terms re being met, we will treat Land Contract buyers <br />as homeowners, and they would be eligible for the replace- <br />ment housing payment of up to $15,000. Tenants who have <br />occupied their dwelling for at least 90 days prior to our <br />initia purchase offer will be eligible for a rental <br />assistance payment or dbwn, payment assistance. in an amount <br />up to 4,000. All individuals who meet the minimum 90 <br />day re idency requirements will be eligible for moving <br />expens s, either through actual moving cost or a fixed <br />paymen . We have sent out to people whose property are <br />are in ending to acquire a HUD Booklet, "When a Public <br />Agency Acquires Your Property ". When we send out purchase <br />offers we will also be sending out an appropriate booklet <br />that explains either relocation assistance to displaced <br />homeowners or relocation assistance to tenants. These <br />basica ly explain some of the benefits that are available <br />to the individuals. We will, at alater date, be adopting <br />a Relo ation Policy. The Relocation Policy will in- <br />corpor to these facts and will be adopted prior to any <br />purcha e offers being sent out. <br />10 <br />
