South Bend Redevelopment Commission
Regular Me ting - March 20, 1981
5. PUBLICIHEARING (continued)
Mr. Donaldson stated that if the resolution will not
have a y adverse affect in the future on this parti-
cular rarcel of land, then he could, with some reser-
vation go along with it.
Mr. Mc ahon replied to Mr. Donaldson that to his know-
ledge, and asked Mr. Butler for his comments as well,
there is absolutely nothing that is being done here
that would prohibit the Commission from including
Max's Crocery in that second action which will take
place in April.
Mr. Bu ler agreed and stated further that we will
make Sure that we get either the letter itself or a
requesi from the Department raising those issues to
HUD by early April so that we will have those answers.
Mr. McMahon agreed that it would probably be improper
for us to act on the bulk of that real estate without
coming to a final answer with respect to Max's at that
point and recommended that no action would be taken un-
til the Commission is in a position to say yes or no.
Mr. Doaldson asked when the relocation is supposed to
start.
Mr. McMahon explained that it goes through the normal
process. Referring to the map, he indicated that in
the ye low area we will be able to start our offers,
but by the time it goes through the period that offers
can be made and negotiations take place, and if there
should be a need for condemnation and that goes through,
I woul expect that we would actually be anywhere from
two to six months from now.
Mr. Ci a told Mr. West that it wouldn't affect him for
anothe six months - until we act on the other parcels
over t ere.
Mr. West said that just from the history of the Redevelop-
ment D partment, if the Redevelopment Department thought
they c uld move in six months they would move in six months,
but history here alone in South Bend tells you that it
takes five, six, seven, eight, nine and ten years for the
Redevelopment Department to even act here. You can look
at the Merry Avenue Project and tell that, and the Penn -
sylvania Street Project and tell that. You cannot tell
us that the Commission is going to move on this in the
next six months and then be ready to move again six
25
