South Bend Redevelopment Commission
Special Meeting - February 2, 1981
6. NEW BUSIINESS
a. Mr.I McMahon continues...
other house moves into, the area and new construc-
tion that might be appropriate. We think that
the plan that has been proposed makes maximum
benefit of the commercial possibilities along
some of the main arteries, it saves many fine
homes in the residential area and provides an
opportunity to reinforce them. We will also be
making this area available for the use of such
funds as 312 monies in order to improve the
housing stock that is in there. We also think
that we have provided an excellent area for
center city industrial and commercial development
south of Bronson Street. We hope that a number
of the firms which will be located in this area
will have an employment profile that would utilize
may low and moderate income individuals and,
th refore, provide employment opportunities for
residents in that area. We will be making an
of ort to target, through our job targeting efforts,
pe ple from that area into the employment oppor-
tu ities that open up as a result of firms that
to ate in the area south of Bronson Street.
Anr Kolata did a great deal of work in putting
to ether the plan and is here with us this morning
to answer any questions you might have, and perhaps
ex and upon some areas that I might not have touched.
Mr . Kolata; The only thing that I would add re-
la es to the suggestion of some street changes that
arE shown on page 20. We recommend closing a couple
of streets in the northern part of the neighborhood
to discourage through- traffic and make it so that it
is only for residential use. At the same time we
cl sed some streets south of Bronson Street to permit
la ger massing of land so that we could have some
fairly large size sites. We are looking at some sites
being as large as five acres. We would also recommend
co strutting a new street between Fellows and Rush to
ma e a loop through the industrial area and have access
to all the sites.
The only other point I would mention
ti on that is before you today is that
the area a tax incremental financing
on Century Mall and the East Bank, we
3
about the Resolu-
it also declares
area. Previously,
have done that in
