The primary items are the replacement of all existing windows with thermopane anodized windows, construction of a new stairwell on the outside, cleaning of the exterior brick and terra cotta as necessary, repair the interior of the building, replacing the mechanical and electrical systems, installing new elevators, and redesigning the inside for office space. The building will be completed in phases. They are not seeking Industrial Revenue Bonds, although they have not said they wouldn't. They simply did not indicate any interest in doing so. We are under the impression that they would have their own financing. I want to thank the Redevelopment Commission for acquiescing to my request for delaying action on the building. I asked for a three month delay, which is just about completed. That was in December and Mr. Ellison and I searched for someone who had a good proposal and reviewed the others which were previously submitted to you. This does not say that the other proposals are out of contention. I am simply asking that the Redevelopment Commission and staff work with this particular developer to see if we cannot firm up the details. It may very well be that in 30 days you can come back to me and report that it is impossible to accept this proposal or any of the other proposals. It is my position that the Odd Fellows Building does not have to be torn down immediately for Century Tdall's plans to proceed. We don't anticipate breaking ground for any portion of the Century Mall until next spring.
