South *d Redevelopment Commission <br />Regular Meeting - March 21, 1980 <br />4. CONWNICATIONS <br />a. Mayor Parent continues... <br />W. Sam Kalman, and Michiana Regional <br />Warehouse ft. William Nelson is one of <br />the principals in their company) have <br />prepared this proposal. The primary <br />items are the replacement of all existing <br />windows with thermopane anodized windows, <br />construction of a new stairwell on the <br />outside, cleaning of the exterior brick and <br />terra cotta as necessary, repair the interior <br />of the building, replacing the mechanical <br />and electrical systems, installing new <br />elevators, and redesigning the inside for <br />office space. The building will be <br />completed in phases. They are not seeking <br />Industrial Revenue Bonds, although they have <br />not said they wouldn't. They simply did not <br />indicate any interest in doing so. We are <br />under the impression that they would have <br />their own financing. <br />I want to thank the Redevelopment Commission <br />for acquiescing to my request for delaying <br />action on the building. I asked for a three <br />month delay, which is just about completed. <br />That was in December and Mr. Ellison and I <br />searched for someone who had a good proposal <br />and reviewed the others which were previously <br />submitted to you. This does not say that <br />the other proposals are out of contention. <br />I am simply asking that the Redevelopment <br />Commission and staff work with this <br />particular developer to see if we cannot <br />firm up the details. It may very well be <br />that in 30 days you can come back to me and <br />report that it is impossible to accept this <br />proposal or any of the other proposals. <br />It is my position that the Odd Fellows <br />Building does not have to be torn down <br />immediately for Century Tdall's plans to <br />proceed. We don't anticipate breaking <br />ground for any portion of the Century Mall <br />until next spring. <br />
