South BendlRedevelopment Commission Regular Me ting - October 3, 1980 6. NEW BUSINESS a. Mr$. Kolata continues... reopening of the East Race and the building of pedestrian paths. We want to stimulate private sector involvement and participation in the area, develop me t that is consistent with what our go is and objectives are. Our final pr mary objective is to increase the t base of the City. I believe the Mayor's letter alluded to tho fact that this project is going to involve limited public sector activity. It is our feeling that the opening of the East Race itself is an enormous p lic incentive and a large public investment in the area. There will be other public improvements in the area. One of the main ones has to do with streets and traffic patterns. The primary ch ge in the traffic will be the closing of Niles between Jefferson and Washington and between Madison and Cedar to eliminate though traffic on Niles. We do not want to vacate the street because there are p lic utilities under the street. We feel that Hill Street should be the. ma or traffic route through the area and that any traffic on Niles should be of a local nature. We also have plans for the block between Jefferson and Washington that the street would be widened and angle parking would be provided on that one block. We have a few other streets that would be closed such as Hydraulic and Ginz Avenue. There would have to be some sort of street in the area of Hydraulic but by closing it, it allows for a larger massing of land. We mentioned the i rovement of the Colfax Bridge as per the State Highway Department plans and for the improvement of Colfax between the bridge and Hill Street. We have also mentioned that we would lie to see TRANSPO bus routes to continue throughout the area and we would like to see strategic placing of bus shelters.
