Mrs. Baumgartner, the Commission <br />is not party to the contract between the <br />co tractor and the 312 recipient, right <br />or ronR? <br />Mr . Baumgartner: These are grants not <br />312 loans. <br />Mr. Cira: Mrs. Baumgartner, are all of <br />th se contractors of equal quality? <br />Mrs. Baumgartner: There are three contractors <br />new to us: Aardvark Construction, <br />Jefferson Builders, and Craft Builders. <br />They have not done previous work for the <br />Bureau of Housing. We have investigated <br />th it financial statements and they seem <br />to check out. <br />Mr.l Cira: I never knew that Sticker did <br />an construction work. <br />Mrs. Baumgartner: He has just begun to be <br />a general contractor. He is doing a few small <br />clean up jobs currently as a trial, and if in <br />fact he cannot perform the job to our satis- <br />faction, he will then become ineligible to <br />bid as a contractor. Currently our cost <br />estimates are running about 14% to 170 off. <br />For that particular reason we have changed our <br />staff around and, once it is approved by the <br />Common Council, we will have a part time <br />cost estimator to keep up our cost books <br />so that we have accurate files. We recognize <br />that has been a problem, and we want to <br />eliminate that. <br />W. Cira: Are the construction companies <br />who bid on these jobs aware of the cost <br />estimates? <br />Mrs. Baumgartner: No they are not. It is <br />a comparison to us to make sure that the money <br />is spent correctly and wisely. <br />11 <br />
