Sorin Street the bathroom.was noted to be weak <br />and somewhat soggy. Appropriately, rehabilitation speci- <br />fications were written prescribing replacement of under <br />la ment and tile, while plumbing specification awaited <br />determination. The original flooring has been removed <br />per Change Order No. 5 and it has been determined that <br />certain pipe and the water closet collar be replaced. Be- <br />cause of the nature of the defects an emergency notice <br />to proceed was issued. We request that the Commissioners <br />ap rove attached Change Order No. 4 for a cost increase <br />of $88.00. <br />Mr Donaldson made a motion to approve Change Order #4, <br />with R. A. Stickler Plumbing, for an increase in contract <br />price of'$88.00, at the address of 1111 E. Sorin St., <br />seconded by Mr. Cira, and the motion was unanimously <br />carried. <br />7. PROGRESS REPORTS <br />a. The Odd Fellows Buildinc <br />Mr. Ellison: Members of the Commission., the Staff recom- <br />me dation in summary form has already been expressed <br />publicly. It was our feeling that that was necessary <br />because the Odd Fellows decision the Commission has to <br />make is a very difficult one, a very significant one. <br />We think we have spent enough time evaluating the situa- <br />tion to form a point of view. But I should state at the <br />ou set that the staff recommendation reflects in large <br />part one point of view. Our analysis generally indi <br />ca es the Odd Fellows Building is a judgment call.. It <br />ca go either way. It becomes a matter of what one con- <br />siders to be important from a priority standpoint and <br />what one considers to be an acceptable limit of public <br />investment in that particular matter. I want to note <br />that we did not expect each of the prospective deve- <br />lopers to give us "take to the bank" type of proposals. <br />We thought that there would be some weaknesses in them <br />that could be corrected during a negotiation process. <br />We were more concerned about the economics of their <br />M posals and to what extent the prospective developer <br />k into account and displayed those costs associated <br />-16- <br />CHANGE ORDER #4 <br />14ITH R.A.
