South Bend Redevelopment Commission
Regular Meetng - August 3, 1979
6. NEW BUSI qESS (continued)
f. continued.. ...
RE
Mr. llison: The original contract essentially
call for presentation to the Commission. We did not
cont mplate the presentation`to the Executive Session,
invo ving'the Mayor and the Common Council.
Mr. lira: Isn't that all part of it, really?
Mr. Ellison: Well I suppose it could be. If the
Commission were to say to Mr. Childs.. -. "you shouldn't be
paid for those services ", Mr. Childs would accept that.
When the staff negotiated the contract, we did not con -
temp ate Mr. Childs being required at our request to do
the humber of presentations that ultimately occurred.
It is a judgement call. Normally, a consultant of Child's
reputation, and certainly of his past association with the
Commission, would be more than willing to make as many
presentations as we asked, but I think the Commission has
a responsibility to be reasonable; particularly when we are
rece ving services that were not originally negotiated and
understood. In this situation, I felt it was reasonable
to a'low some adjustment in the contract to pay in part
for iome of the additional services we received.
Mr. imtz: I did ask Mr. Childs to make a number of
presentations that were not contemplated, and he did very
well in fact, the one with the Historic Preservation Com-
miss on was very well done; I think he satisfied some of
their questions.
Mr. Robinson made a motion to approve "Amendment to
Cont act for Professional and Technical Services ", between
the City of South Bend, Department of Redevelopment, and
James E. Childs &'Associates, Inc., for an extension of
Mr. Child's contract by 44 days and increase the compensation
by $430.00, seconded by Mr. Cira, and the motion was carried.
(Ms. Auburn was abstained from voting because of a possible
conf ict of interest).
Commission a
comm ncement
Indiana R -66
proval requested for Resolution #590, authorizin
of condemnation action on Acquisition Parcel #8-
Mr.utler: This parcel is the South half of the Oscols Drug
site
Ms. fluburn made a motion to approve Resolution #590, authori-
zing commencement of condemnation action on Acquisition Parcel
#8-12, Indiana R-66, seconded by Mr. Ctra, and the motion
was unanimously carried,
W
RESOLUTION
#590 AUTHORIZING
COMMENCEMENT OF
CONDEMNATION
ACTION ON PARCEL
#8 -12, IND.
