(c) Cbntinued- <br />Mr. Napoli: As you know, we are supposed to begin construction in February <br />of 1979; based on the analysis that I have done, I don't see any way that <br />we can comply with that and I would think that a two year extension would <br />be enough time for us to come up with a good plan that would be of benefit to <br />the City of South Bend in developing that land and we could begin construc- <br />tion. It would be part of what I would call a long range plan for the <br />library - that would take into account our long range future - I feel <br />that ould be enough time to come up with a good plan. Now, I would be <br />glad o answer any questions you might have. <br />Mr. Brownell: In Mr. Napoli's behalf, I want to say that he has furnished <br />me with a very long report of all the things they have considered - it is <br />very complete. <br />Mr. Napoli: There are two problem areas that we have—the major one is <br />financing—determining how we would finance a major addition to the Main <br />LIbra y..this (problem) stems from the fact that we are a Class 2 Library <br />without any bonding power. The second major problem we have is trying to <br />determine what would be the best kind of addition in terms of long range <br />benefits. <br />Mr. Wiggins: How do you get from Class 2 to Class 1? <br />Mr. N poli: I'm not sure we want to do that. <br />Mr. B ownell: That takes them out from under the School City and there are <br />some dvantages to being with the School City. <br />Mr. Napoli: The Board would have to make a resolution to form a separate <br />Library Board - separate from the School Corporation Board and that's how <br />it is done. They.would have to come to that conclusion and they would have <br />to make that motion—there are certain dangers in doing that and I wouldn't <br />really want to go into that in a public meeting. We would have to consider <br />very eriously before we made that move. <br />Mr. Wiggins: I would think that the further development of the downtown area <br />would have some bearing on your future plans - possibly with that in mind, <br />the delay you are asking for - a couple years - might be a very wise move <br />anyway. <br />Mr. Napoli: I would like very much to somehow cooperate with the kind of <br />devel pment that is going to take place in the downtown area with the filling <br />of th "hole" and also the possible Mall..somehow becoming a part of that <br />or being woven into that whole block area in some way. I have been talking <br />to the Mayor about the possibility of sitting in on some of the planning <br />meeti gs and discussions on how we can become a part of that. <br />Chain: Are there any questions by members of the Commission on this request? <br />
