If the members of the Redevelopment Commission are <br />as dedicated to the rebirth of the central area of South Bend as <br />I believe they are, I call upon them to make a specific request to <br />the City Council for the Council to support fully the city's Housing <br />Assistance plan, which was previously adopted by the Council which <br />states categorically that housing for the elderly under the Section <br />8 fe erally assistance program should be built in the downtown area, <br />readily accessible to the amenities which are and will be developed <br />there. As you may know, the city's Housing Assistance Plan specifi- <br />callV calls for housing to be built in Census tracs 9, the central <br />business district, and Census trac 18, which is immediately to the <br />east of the central business district. As you may know,.I have <br />proposed the development of a 206 unit senior citizens development <br />near Howard Park and at the same time, an out of town developer has <br />proposed the development of approximately the same number of units <br />far emoved from the central area at Jackson and Miami. It is clear <br />that there are not funds enough to provide for the construction of <br />both of these projects. In view of the critical importance to the <br />rebirth of the central area of the city of this housing, I am asking <br />that the Redevelopment Commission go on record as requesting that the <br />available funds for this housing be used as set forth in the city's <br />Housing Assistance Plan and not diverted to an area far removed from <br />the central business district. While I know you are aware that there <br />has been a great deal of rhetoric on the steps that need to be taken <br />to renew the central area of our community, the Redevelopment Commission <br />by making a specific request to the City Council for action on their <br />part to insure that this Section 8 Housing for the elderly will be <br />developed in support of the renewal of the central area will be <br />providing concrete evidence to all of the citizens of South Bend that <br />the Redevelopment Commission is totally committed to this important <br />task Sincerely 100 Center Development Company, Inc.
