Johnson, Chief Inspector, in his memorandum advised the speci- <br />ications called for.covering the entire structure with asphalt <br />hingles and repairing two second .floor bedroom ceilings. Since <br />he time of the initial inspection, further deterioration of the <br />oof has damaged two additional bedroom ceilings; therefore, staff <br />ecommends this Change Order for approval. The contractor is re- <br />uesting that the completion date be extended until June 30, 1976. <br />r. Crighton advised the above is on the Housing Allowance Referral <br />ontract, with 17 houses on the contract. <br />r. Wiggins moved for the approval, seconded by Mr. Robinson and <br />arried, of Change Order No. 4 to Rehabilitation Contract No. <br />ECD /HR /CS -1/14, with Slatile Roofing & Sheet Metal Company, <br />or an increase in contract amount of $200.00, or an amended con - <br />ract total of $39,591.00, (the $200.00 increase being on Contract <br />o. 14, amending the contract amount to $4,316.00) and contract <br />ompletion date to be extended until June 30, 1976, in the Southeast <br />ommunity Development Housing Program. <br />j. han a Order No. 1 to Rehabilitation Contract No. SECD /PR /CS -1 /05, <br />n the Southeast Community Development Housing Program: Commission <br />approval was requested of this Change Order, with Bailey Electric <br />Company, for an increase in contract amount of $321.50, or an <br />mended contract total of $3,841.50, for rehabilitation work at: <br />14 East Indiana Avenue, in the Southeast Community Development <br />.using Program. <br />r. The contractor found bad <br />heathing while covering the front porch; therefore, staff is <br />ecommending approval of the change order to add eight sheets <br />f plywood sheathing for the front porch roof in amount of <br />321.50. <br />Crighton advised this is an item that really cannot be accounted <br />unless you have constructive testing. <br />r. Dan Caesar, WSBT -TV Reporter, asked various questions relating <br />o all of these contracts, as to whether the contractors themselves <br />ctually do the work, or do they subcontract'it out in some cases; <br />hether the general contractors are paid when they themselves do no <br />ork but subcontract it out; and whether any of them actually do <br />ny of the physical work themselves in the rehabilitation of these <br />omes? Mr. Crighton advised that approximately 60% of the contrac- <br />ors do the work themselves; 40% contract it out and act in the <br />apacity of business managers more or less.
