6. N5W BUSINESS (Cont'd
Total..... $38,841.00 $40,166.00
Mr. Wiggins moved for the approval of the recommendation made
by Mr. Crighton to reject the original bid of Slatile Roofing
& Sheet Metal, Inc. received totalling $40,166.00, for Rehabi:-
lation Contracts 1 through 17, for Contract Set l,for the Bureau
of Housing, HAO Referral Program, and approve the negotiated bid
of $38,841.00 (as noted above), subject to Commission Legal Counsel
and Common Council approval. "It is important this get underway
and I don't see where anything would be gained by running it through
the wringer again; if you didn't get any results the first time, you
probably wouldn't the second." Motion was seconded by Mr. Robinson
and carried.
Ms. Derbeck, South Bend Tribune Reporter, questioned if the above
is such an important reduction - -if you objected to $40,166.00, why
would you not object to nearly $39,000.00? Commissioner Wiggins
responded that the objection that was raised was only on specific
items which were negotiated down and which makes up the total final
package. Ms. Derbeck then asked, "But this is in order to make homes
reach the standards to be on the Housing Allowance Program? Is there
any reason that anybody who can qualify for the Housing Allowance can't
get this? What is the criteria for picking out certain people to get
this ?" Mr. Cri.ghton responded, "Under our Housing Assistance and
Community Development, the program was developed and designed to
assist the persons that the Council felt needed the assistance most,
or at least the person had priority, and these were the elderly
persons who have limited income and limited resources to make the
repairs to their homes. As you remember, at the Commission meeting
before the last one, we presented an amendment to the HAO Program to
handicapped and disabled persons of all ages -- provided they are home -
owners--to be included in this program, so it has been expanded."
Ms. Derbeck's next question was, "It has been for the handicapped and
disabled, and the elderly, no other ?" to which Mr. Crighton's reply
was, "That is correct." Mr. Dan Caesar asked how many are handicapped
on the above contract and Mr. Crighton advised, "None, on this first
contract. The amendment was not in force when this contract was
drawn."
The Chair asked if there are any further questions; there being none,
the vote was requested by the Chair, and the "Ayes" were unanimous
by all Commissioners present. Motion was carried.
- 11 -
E
Negotiated
Bid
Contract No.
Address
Bid
Received
11
1115
E.
