<br />Mr. Wiggins moved for the approval of the recommendation made
<br />by Mr. Crighton to reject the original bid of Slatile Roofing
<br />& Sheet Metal, Inc. received totalling $40,166.00, for Rehabi:-
<br />lation Contracts 1 through 17, for Contract Set l,for the Bureau
<br />of Housing, HAO Referral Program, and approve the negotiated bid
<br />of $38,841.00 (as noted above), subject to Commission Legal Counsel
<br />and Common Council approval. "It is important this get underway
<br />and I don't see where anything would be gained by running it through
<br />the wringer again; if you didn't get any results the first time, you
<br />probably wouldn't the second." Motion was seconded by Mr. Robinson
<br />and carried.
<br />Ms. Derbeck, South Bend Tribune Reporter, questioned if the above
<br />is such an important reduction - -if you objected to $40,166.00, why
<br />would you not object to nearly $39,000.00? Commissioner Wiggins
<br />responded that the objection that was raised was only on specific
<br />items which were negotiated down and which makes up the total final
<br />package. Ms. Derbeck then asked, "But this is in order to make homes
<br />reach the standards to be on the Housing Allowance Program? Is there
<br />any reason that anybody who can qualify for the Housing Allowance can't
<br />get this? What is the criteria for picking out certain people to get
<br />this ?" Mr. Cri.ghton responded, "Under our Housing Assistance and
<br />Community Development, the program was developed and designed to
<br />assist the persons that the Council felt needed the assistance most,
<br />or at least the person had priority, and these were the elderly
<br />persons who have limited income and limited resources to make the
<br />repairs to their homes. As you remember, at the Commission meeting
<br />before the last one, we presented an amendment to the HAO Program to
<br />handicapped and disabled persons of all ages -- provided they are home -
<br />owners--to be included in this program, so it has been expanded."
<br />Ms. Derbeck's next question was, "It has been for the handicapped and
<br />disabled, and the elderly, no other ?" to which Mr. Crighton's reply
<br />was, "That is correct." Mr. Dan Caesar asked how many are handicapped
<br />on the above contract and Mr. Crighton advised, "None, on this first
<br />contract. The amendment was not in force when this contract was
<br />drawn."
<br />The Chair asked if there are any further questions; there being none,
<br />the vote was requested by the Chair, and the "Ayes" were unanimous
<br />by all Commissioners present. Motion was carried.
