7. PROGRESS REPORTS a. Report from Mr. Keith Crighton, Director, Bureau of Housing: REHABILI- TATION The Chair advised we had quite a discussion here at the last REPORT, Commission meeting about bidders on the rehabilitation con- BUREAU OF tracts and on various change orders. Mr. Crighton was not HOUSING present at that meeting as he was tied up in another meeting, and the Chair advised he asked Mr. Crighton to be here at this meeting and report to us so that everybody would know what the procedure is on trying to get contractors to do this type of work. Mr. Crighton apologized to the Commission for not being present at the last Commission meeting, as it would have made things a lot simpler. The six -page typed report, plus two -page contrac- tors' list, was distributed by Mr. Frank J. Alford, as the copies were run a few minutes ago. Mr. Crighton advised because of the importance of several areas in this report, he requested permission to read most of his comments concerning the questions that were raised at the last Commission meeting concerning the nature and quality of the rehabilitation contracts processed by the Bureau of Housing as part of the City's "Housing Rehabilitation Assistance Program."
