6. NEW BUSINESS (Cont'd <br />negotiated bid of $38,841.00, subject to Commission Legal Counsel <br />and Common Council approval, as per his memorandum dated February <br />4, 1976. <br />The Chair asked Mr. Crighton to respond to this item. Mr. Crighton <br />advised we only had one bidder -- Slatile Roofing & Sheet Metal, <br />Inc., for Contract Set 1, Bureau of Housing, HAO Referral Program, <br />even though the contract was properly advertised and copies of the <br />invitation for bids were mailed out to contractors according to stan- <br />dard procedures. - This relates to the HAO elderly and handicapped <br />referral program we have in force under Community Development. We <br />contacted Mr. Butler, and rather than rejecting the bid and going <br />through the re- advertising procedure, we thought we could do a <br />negotiated bid on this and reduce some of the prices that we felt <br />were high. We have followed Mr. Butler's adviee on this and it <br />is now up to the Commissioners whether they want to accept the <br />negotiated bid or not. <br />The Chair asked how many potential bidders were contacted, and <br />Mr. Crighton advised he believed all 53 bidders that we have on <br />our contractors list were contacted and that Slatile Roofing & <br />Sheet Metal was the only contractor who submitted ,a bonafide bid. <br />Four (4) contractors picked up bid documents but only the one (1) <br />submitted a bid. Whether they felt it was outside their bonding <br />limitations, or they didn't have enough manpower to cover the <br />work, they did not state. These houses also are all over the <br />city, so there is a lot of travel time involved with the con- <br />tractor, and it is more costly in that respect also. <br />Mr. Kevin J. Butler, Commission Legal Counsel, advised that basi- <br />cally the staff thought that it would not be to any avail to re- <br />bid this work and it was felt that they could negotiate certain <br />items within the bid down to reasonable levels or levels they <br />thought they could live with, and it is permitted by law- -the <br />Commission has the right to reject any and all bids.
