6. NEW BUSINESS (Cont'd <br />to re -nail the front porch ceiling and paint two coats, and <br />that is a deletion to the contract amount of: $53.00. Mr. <br />Crighton said he presumes that originally the front porch was <br />in repairable condition at that time; now, it no longer is. <br />The increases in the change order amount to: $1,352.50, less <br />decrease of $53.00, for an increase in contract amount of: <br />$1,299.50. These changes would increase the contract total <br />to: $7,770.03. <br />The Chair asked if there were any questions from the Commis- <br />sioners, and Commissioner Chenney said he would like to <br />know how come all these contracts come in with change orders, <br />requesting close to $800.00, $900.00 or $1,000 more, and <br />what do they bid on in the first place? Mr. Crighton advised <br />the contractors bid on the original specifications as they were <br />written. As to who makes out the specifications, Mr. Crighton <br />advised it was the staff running that particular project at <br />that time. None of the personnel on that staff are with us <br />now. Commissioner Cira, addressing the Chair, recommended <br />faster action on these. Commissioner Wiggins said that he <br />believed that we are probably on top of it now, but that we <br />are still picking up the problems from some time back. <br />Mr. Crighton advised they have corrected the procedures. These <br />problems existed last year under the Revenue Sharing Program, <br />and that neither he nor his staff was present at that time. <br />He added that under the Community Development Program, we have <br />accelerated procedures considerably and have also taken action <br />on the conditions that constitute an emergency. We now have <br />the capabilities of correcting emergencies immediately, as <br />opposed to waiting, prior. He advised we are also under the <br />Revenue Sharing Program and are required to pay the wage scale <br />in accordance with the Department of Labor, our labor costs <br />are considerably higher; e.g., on the first change order above <br />on labor costs, it is $132.00, and that's $8.98 per hour for <br />labor and $7.37 per hour for common labor for the roofer. <br />Under the Community Development ranks, we are required to pay <br />the prevailing union rate for South Bend. Although the con- <br />tractors don't have to be union; we have to pay union rates. <br />Under Revenue Sharing, the rates were higher than the union. <br />For confirmation of the statement, Commissioner Wiggins asked, <br />"The rates that have been under the Labor Department rates are <br />higher than the prevailing union rate ?" Mr. Crighton con- <br />firmed the statement in the affirmative, that it is for our <br />Project. <br />Mr. Wiggins moved for the approval of Change Order No. 1 to <br />Rehabilitation Contract No. 49, for an increase in contract <br />amount of: $1,299.50, or an amended contract total of: <br />$7,770.03. Motion was seconded by Mr. Cira and carried. <br />
