OLDIBUSINESS (Cont'd <br />Ethafoam rope and caulk 3/8" wide x 1/2" deep with Sikaflex - la <br />sealant (color: black), and seal terrazzo. <br />Mr. Oesterling advised this solution has been reviewed by the design <br />consultants and they believe it is a practical solution to the problem. <br />They would caution, however, for a period of time there will be a dis- <br />coloration difference. Their speciality is black terrazzo. They <br />recommend that this be the method for improvement. <br />Commissioner Wiggins informed Mr. Oesterling that he and Commissioner <br />Cira walked the Plaza area and looked at the terrazzo area this morning <br />prior to this meeting and suggested that some things have happened <br />since he may have made his inspection. There are a number of cracks <br />that appear to extend from the heaved areas out into the body of it <br />that run from three, four, five feet away. This area seems to be pretty <br />general all over the whole thing, and it would be our opinion that our <br />consultants evaluate this. It looks, to us, that you need to remove <br />the whole thing and do it all over. Now it has heaved along all of <br />those joints; but in addition to heaving, this, in turn, has caused <br />stresses that have put cracks into the terrazzo out into the body of <br />it. There are some areas that seem to be spalling off. <br />Mr. Oesterling said that is another problem -- another' separate problem. <br />Commissioner Wiggins agreed that is another problem, "but I don't <br />think thatis associated entirely with the joint situation. So, with <br />all of the cracks that are now appearing, we go through a pre -thaw <br />cycle, and I would be very apprehensive that the repairs that you <br />suggest, even though they were done, that we wind up with the area <br />adjacent the repairs coming apart, too. If we are going to have to <br />fix it, let's fix it right -- one time! I believe in that old carpenter's <br />adage- -you measure twice, saw once. It appears to be far more extensive <br />than just the problem of putting half on either side of those joints." <br />Mr. Oesterling said he agrees with what Commissioner Wiggins said and <br />that they will take it under advisement. On the one sample they took, <br />the edge was extremely tight and bonded well to that concrete. <br />Commissioner Wiggins stated those cracks will admit water and they will <br />come apart. Mr. Oesterling replied those are shrinkage cracks; on the <br />terrazzo and pools, you will note that there are some hairline cracks. <br />Commissioner Wiggins said these are more than hairline; these show up. <br />Mr. Soltesz said he would like to raise a question here. "I am glad <br />that the hairline cracks were mentioned on the pools, and, of course, we <br />have had quite a bit of discussion on that also. Who is going to pay <br />for this? Now, is that one of those 'guarantees' that is going to <br />cost the City nothing and belongs to the contractor for the warranty <br />that it is on ?" The Chair advised it is under the warranty agreement <br />and Mr. Brownell verified that that is correct. Mr. Soltesz again <br />asked, "It costs the City, or the Redevelopment Department, nothing ?" <br />The Chair again responded, "That's right!" <br />
