<br />and Tri - County News, with publication dates on September 26 and
<br />E.S.T.,
<br />October 3, with a bid opening date of Tuesday, 3rd of November,

<br />1975, at 2:00 P.M., E.S.T. This was in error and should have
<br />TINUATION,
<br />stated, Monday, 3rd of November. A corrected advertisement has
<br />R -66
<br />been placed in both publications which states the previous date
<br />for the bids to be received is rescinded and the date is changed
<br />to receive the bids, Tuesday, on the 18th day of November, 1975,
<br />at 2:00 P.M., E.S.T., in the Office of the Department of Redevelop-
<br />ment. The corrected publications are running in The South Bend
<br />Tribune on October 13 and 20; the Tri- County News on October 10
<br />and 17.

<br />Terrazzo Paving Repair, River Bend Plaza, R -66: The Chair called TERRAllO
<br />on Mr. Thomas A. Oesterling, Clyde E. Williams & Associates, Inc., PAVING
<br />to report on this item which was not on the Agenda. REPAIR
<br />PROPOSAL
<br />Mr. Oesterling advised as all have observed in the past months TABLED,
<br />we have had a problem with the terrazzo in front of Baer's PLAZA PARK,
<br />Furniture - -the black and white large terrazzo area. A sample R -66
<br />area has been cut out to determine the cause and solution to
<br />the problem. After meeting with the contractor, The Hickey
<br />Company, Inc., Mr. Phil Simonds and Clyde E. Williams (the joint
<br />venture of the design architects and engineers), they have deter-
<br />mined the cause and have come up with a solution for which they
<br />are requesting Commission concurrence.
<br />To review the construction and finished terrazzo, the contractor,
<br />by plan and specifications, was required to install a 6" concrete
<br />base and 1" terrazzo topping, with the topping being placed imme-
<br />diately on concrete base. It being late in the fall.and the con-
<br />tractor desiring to get a hard surface on the Mall area, they
<br />erected the concrete base and then applied the terrazzo the follow-
<br />ing spring. This changed some construction design requirements in
<br />that the terrazzo was necessary to bond the terrazzo with the bond-
<br />ing agent to the concrete as well as provide a new type of expansion
<br />for the terrazzo. Well, it appears that the substitute joint for
<br />the terrazzo is the problem area- -that has created the problem. What
<br />has happened is about a foot and a half from each side of each joint
<br />of the terrazzo has expanded and raised up. As a solution to the
<br />problem, Mr. Oesterling said they are suggesting that the contractor
<br />sawcut, in a workmanlike manner, and remove all existing terrazzo
<br />that has heaved along the expansion strips to a point where terrazzo
<br />is solidly bonded to concrete. Then they would sawcut the existing
<br />concrete sub -base, the joint, to a depth of 1/4" and replace that
<br />terrazzo directly over that sawcut joint in concrete sub -base that
<br />was removed, rebond the new terrazzo to concrete with Sikadur Hi -Mod
<br />epoxy adhesive, and then again sawcut the new terrazzo full depth over
<br />the sub -base concrete joint, while it is still green, and fill that with
