NEWI BUSINESS _(Cont' d <br />such land, it would make use of a Capital Grant from the Urban <br />Mass Transportation Administration in the amount of 80% of the <br />total cost. <br />The request, by means of the letter, is the appraised value of <br />the parcel of land described above. <br />Mr. Brownell advised we have a few problems with this in that <br />the use of the land is presently commercial and public parking, <br />so that it involves land use changes, and, of course, after land <br />use changes, appraisals and also the matter of proper development <br />of the land. He also advised he had a meeting with Messrs. Setzer, <br />DuComb, and Hunt about this matter, and wanted to bring it before <br />the Commission today to request authorization to negotiate with <br />these people about the development of this corner, or the possible <br />continuation of their lease which comes up at the end of December, <br />and see what can be worked out. <br />Commissioner Wiggins said he believes, at least it is his feeling <br />and kind of an expressed public feeling, that having the bus termi- <br />nal transfer point, or whatever there, is a good public use, but <br />that is not adequate use of that land - -that in itself: There needs <br />to be additional or more usage. A final determination cannot be <br />made at this point due to the fluidity of the Bus Company right <br />now. <br />Motion was made by Mr. Wiggins to authorize Mr. Brownell and <br />Mr. Kevin J. Butler, Commission Legal Counsel, to continue further <br />negotiations with the South Bend Public Transportation Corporation <br />and towards extending the present lease, under the present terms, <br />rather than the proposal submitted here this morning. Motion was <br />seconded by Mr. Chenney and carried. <br />Mr. John R. Kagel, Executive Director, Downtown South Bend Council, <br />asked the question of time element on the lease, which was answered <br />as being a six -month time period, and that if we will be negotiating <br />from six- months to six months? Mr. Brownell advised that it is in <br />the lease that they agree to attempt to negotiate a proper develop- <br />ment; the present lease expires December 31, 1975. <br />Mr. Gene Evans, Executive Secretary, Civic Planning Association, <br />inquired, if what we are saying, is that- -yes, the present use is <br />a kind of a variance, and the second question, "You don't desire <br />that ?" Mr. Brownell advised, "It is a variance. We do not desire <br />that, not as a total permanent use." <br />Mr. Evans further asked, "Does the South Bend Public Transportation <br />Corporation understand the kind of development that needs to take <br />place on this property ?" Answered by Mr. Brownell, "I think they <br />understand it. The problem is one of money." <br />=I1le <br />
