7. PROGRESS REPORTS (Cont'd) <br />b. Canopies: Mrs. Janet S. Allen raised the question on the canopies CANOPIES <br />that should have been in front of Kresge's, but that they had <br />their own and so we didn't have one put up. That block is now <br />really unfinished and if our plans include a canopy from Robert- <br />son's to the corner ,where the National Bank is to build on, and <br />didn't yet landscape? Mr. Brownell advised that we didn't propose <br />to put a canopy there until the bank did their construction. <br />c. Wheelchair Ramps: Mrs. Allen asked when we put in the ramps for WHEEL - <br />the wheelchairs, why were they not put in the walkway? They are CHAIR <br />all put to one side. Every ramp for the wheelchair is not where RAMPS <br />you would normally cross the street; it is off to one side. Way <br />off the white lines for the people to be crossing. Why weren't <br />they put in the regular walkway? Mr. Bill Slabaugh, Project <br />Engineer, Board of Works, advised that you have to go through <br />a curb section when you ramp down, and the curb is to keep the <br />vehicles off the sidewalk. <br />Mrs. Allen said there would still be a corner there - -you have <br />a ramp on one side of the corner and a ramp on the other, and <br />you would still have that round curb at the corner, and that <br />there is no reason for it to have been done the way it was. <br />The curb has to be cut anyway and it is a very pecular looking <br />setup. She said she had thought the Electric Company was doing <br />something or would have made her protest earlier. Mr. Brownell <br />said the ramp isplaced for the wheelchair people and it is <br />not put in the way of the pedestrians, as they can fall. Whether <br />right or not, it has actually happened. <br />d. Public Address System: Mr. Soltesz raised the question on our PUBLIC <br />invitation for bids advertising, Item 1 listed for Contract 6, ADDRESS <br />stated for various items -- "electrical installation" -- "once SYSTEM <br />again I raised the question and received half compromise from <br />the Commission when it was brought up before, about the public <br />address system and its application of the wiring. If possibly <br />not now, but the speakers to be used for the facility of the <br />wiring.on the Plaza to be used, is this in that bid process <br />Remember, we spoke of the PA system ?" Mr. Slabaugh said it is <br />on the Plans, Sheet Nos. SM -1 and SM -2, and that No. 2 hasn't <br />been completed yet. The sound is in there. Two separate sets. <br />e. River Bend Development <br />Groff: Mr. Allan C. Bloomquist, <br />repre- <br />RIVER <br />senting the First <br />Bank & Trust Company, said there has <br />been a <br />BEND <br />lot of confusion <br />in these names. The 'River Bend Development <br />DEVELOP - <br />Group' is the one <br />that is a joint venture between the <br />First <br />MENT <br />Bank and Development <br />Control Corporation, in reference <br />to our <br />GROUP <br />proposed downtown <br />mall. <br />Mr. Bloomquist gave an update of their plans, and again stressed <br />their most critical factor for the project is to secure that <br />second major retailer, in order to have that enclosed shopping <br />mall become a reality.
