7. PROGRESS REPORTS (Cont'd
Commissioner Wiggins suggested we explore with Mr. Bill Rupe of
the firm of Anselevicius /Rupe /Associates the possibilities of
designing for our use both a type of stage modules that can be
set up and stored in between use off site, and the same thing
with some of the canopy arrangements.
Mr. Edward F. Soltesz, representing Local No. 9, U.A.W., said,
"As you well know, gentlemen, you have an investment of $30,000
in Christmas decorations right now for the River Bend Plaza, and
the time comes for an accountability of those items. Some of those
items have been damaged because of improper storage. Now we are
talking about another area of buying something else that calls for
storage. Has the Commission thought of storing these items, and
putting up decorations that are partially destroyed- -that need
work on and are still not paid for? I would like an answer to,
where do you propose to store these items? Commissioner Wiggins
felt this should be a part of the over -all consideration. The
only storage facility that comes to mind that might have more or
less permanent capabilities would be the possibility of storage
in one of the city parking garages on the first floor, that could
be converted to other use with very minimum loss of parking space.
He suggested in the overall package that the stage needs to be
designed so that when it wasn't being used, it could be put to-
gether in such a form that it could be protected and stored. We
might even have to consider in the design of this some sort of a
vehicle arrangement that these modules could be put on, the
supporting structures could be put on. We would also need both
sound and light arrangements that would be portable and removable.
That is one of the reasons we need the services of someone like
Bill Rupe who has had experience in this field to take a look at
it. These are not meant to be permanent kind of things that are
put up and left there. They are the kind of things erected for
the place to be used for, and when it is done, you take it down
and store it for the next season.
Commissioner Wiggins asked Mr. Soltesz where the Christmas decora-
ations are stored now, and Mr. Soltesz said they are stored all
over. He stated the aspect of storage was asked in the beginning
and no one seemed to think there would be any problems. At the
time the purchase was made, Mr. Soltesz stated he asked that ques-
tion, and also one that he is raising today. "Where are you going
to store them? It didn't seem to be a major problem then, but
we are talking about $30,000 now, gentlemen."
Commissioner Wiggins said he has a valid point - -a very good point,
because it is just as important that a piece of equipment be pro-
tected when you are not using it, as it is when you are using it.
You have to consider the overall life of it and what happens to
it. He requested the storage aspect of this be a part of the
overall thing.
Motion was made by Mr. Wiggins, seconded by Mr. Donaldson and
carried, to explore the possibilities of designing for our use
both a type of stage modules that can be set up and stored and
also with the canopy arrangements with the firm of Anselevicius /Rupe
Associates. Also the storage as noted above.
- 18 -
