6. NEW BUSINESS (Cont'd <br />Ms. Derbeck brought up the question that if some of these old <br />houses are worth the amount of repairs being put into them <br />and in the end if the additional repairs aren't really more <br />than the properties are worth. Commission Wiggins replied <br />that is often the problem.. The other thing to consider <br />to build that same adequate space, in terms of new housing <br />or replacement cost, it would be a bundle of money in today's <br />market. Also, we must take into the fact that we need housing <br />that is not real expensive housing, because there are a lot <br />of people who cannot afford the expensive houses. There are a <br />lot of people,without.this type of housing,would not have a place <br />to live. Part of this additional cost is not by lack of inspection, <br />or inadequate inspection, but between the time of delay and the <br />water damage with all the rain we have had would accelerate the <br />damage. Between the time that it was originally inspected and the <br />time that something is actually to be done about it, it would <br />seem that there should be ways to protect some of this property <br />during this interim period of time. <br />Mr. Crighton added that as far as items not being included in <br />the first inspection, many times the items are not visible until <br />the contractor goes in to do the work. This particular house was <br />bid twice. We had to rebid 44 homes, because the costs were too <br />high on a majority of them. The work on this particular home <br />was started about a month ago. <br />Motion was made by Mr. Wiggins, seconded by Mr. Cira and carried, <br />to approve Change Order No. 1 to Rehabilitation Contract No. 30, <br />for an increase in contract amount of $1,637.00, for an amended <br />contract total of $8,949.15, with Area Services, Inc., subject <br />to Legal Counsel approval, Project E -7, Bureau of Housing. <br />7. PROGRESS REPORTS <br />a. Report on Stage Design at St. Louis: Commissioner Wiggins showed STAGE <br />slides he had taken on the stage design in St. Louis of the St. DESIGN <br />Louis String Quartet, St. Louis County Plaza, AIA Exhibit, Museum of REPORT <br />Modern Art, and Crown Center Kansas City, which were sent by firm: <br />Anselevicius /Rupe /Associates, Architects, St. Louis, Missouri. <br />Commissioner Wiggins advised this is the portable stage that he <br />and Mr. Douglas Simpson, Director of the River Bend Plaza Office, <br />went to see, and these are structures designed as a-temparary-- measure <br />to handle outdoor performances in the downtown area. This would be <br />at a cost of $4.00 to $5.00 per square foot. This is not to be con- <br />sidered as a permanent type of structure for an extended period of <br />time. Same type of life as with an awning material. <br />Mr. Simpson concurred with Commissioner Wiggins and added that it is <br />very attractive. It would give us great flexibility. The one design <br />shown was made of vinyl stretch fabric. <br />- 17 - <br />
