NEW BUSINESS- (Cont'd) <br />In reference to Item No. 8 in the Addendum, read by Mr. Oesterling, <br />"Revise site details to incorporate new details required in Block <br />8 and new pool design. (In lieu of postal Kiosk)," Commissioner <br />Wiggins raised the question to Mr. Simonds, "Is there any possi- <br />bility of any renewed negotiations with the Post Office in terms <br />of locating a postal Kiosk there. I understand the problem was <br />they backed off in terms of the lack of money; they wouldn't <br />finance it. Has that picture changed? We hear a lot of comments <br />from people the post office is so far away and the hours of ser- <br />vice inconvenient for people working.'' The post office probably <br />recognized this as at Christmas time, they had a truck on the <br />Plaza and did a land office business. I would like to see another <br />attempt made with the post office to see'if we can't get that esta- <br />blished because I think it would be an advantage to them, and <br />an advantage to the citizenry generally to have that kind of <br />service available in that proximity; 'and it would help our Plaza <br />because this is a people activity. I don't want to write it off <br />that easy. Not that I have anything against the beautiful things <br />that might take its place, but I sure would like to see the postal <br />Kiosk." <br />Mr. Simonds said he would be pleased to pursue that once more, <br />and will get a report back to the Commission. <br />Mr. Oesterling said they feel the "not:to exceed figure" would not' <br />be: $27,000. Off hand, this figure may seem high, but they do <br />not feel they will use the $27,000 but have used this figure of <br />$27,000 to not have to come back for additional monies. <br />As to whether this is the regular semi - annual negotiations we <br />have with the consultants, raised by Commissioner Wiggins, Mr. <br />Oesterling said it is only on the hourly rates. Mr. Simonds <br />advised there are some unknowns on the rest of the work - -on the <br />scope of it. They will try to limit the overtime of the staff. <br />Mr. Simonds said the stage has to be explored once more- -noted <br />as Item No. 4: "Program and design for a stage facility including <br />sound and lights. Construction cost not to exceed $50,000. Evalu- <br />ation will be made of a permanent facility in Block 3 and 4, and <br />a portable unit that could be utilized throughout the Plaza." <br />President Nimtz asked Mr. Simonds if he has any comment or recommenda- <br />tion to make on the stage at Western and Wayne. Mr. Simonds described <br />the portable stage in St. Louis, which includes sound and lighting- - <br />a self- contained unit -- and can be moved up and down the mall. <br />Mr. Edward F. Soltesz, Chairman, Governmental Coordination Committee <br />of the River Bend Plaza Advisory Committee, raised the question to <br />Mr. Simonds on whether the stage being planned would be a mobile unit, <br />and if it would include sound and lighting. Mr. Simonds said he will <br />be pleased when he sees this one. <br />Mr. Allan C. Bloomquist, with the First Bank '& Trust Company, referred <br />to Item 5, read by Mr. Oesterling, "Additional permanently installed <br />benches will be designed for the entire plaza (12 plans)." and he <br />asked why we can't just buy these.
