6. NEW BUSINESS (Cont'd
we mean placing the benches in strategic places -- wooden benches
with metal support."
Mr. Soltesz said on the report given by Mr. Oesterling - -I have
a question - -in the proposal just read to us. "I understood him
to say that in said proposal a sum of monies is to be used for
affirming the location of the 'utilities in the street between
Jefferson and Washington? I thought by several previous dis-
cussions on this matter, that it had been resolved when this
Commission requested this information from the City Engineer-
ing Department. This was on the reminder from John Kagel of
the fire they had in Terre Haute, Indiana recently. Also,
John Kagel reminded this Commission of the problem we had here,
in downtown South Bend, when the fire raged so long at the State
Lunch Restaurant because the gas shut -off couldn't be located.
I think by this same reasoning that this responsiblity is that
of the City Engineering Department in consort with the utility
companies to furnish same and update, and not monies from the R -66
funds to be used for this." Mr. Oesterli`ng replied, "We do have
that information, but have to revise our construction plans to ac-
commodate that. We have to redesign some of the footings."
Mr. Butler said his understanding is that this contract is for
future services only, not for any services that have been rendered
in the past. Mr. Oesterling replied, "That is true.
Mr. Wiggins said he would like to make the motion for the authori-
zation of the Addendum to the Contract dated May 15, 1970, between
the Department of Redevelopment and the Joint Ventures of Clyde E.
Williams and Associates, Inc. and Environmental Planning and Design,
and that the costs for the additional plans and specifications are
not to exceed $27,000 without additional authorization from the
Commission. Also, he would like to recommend to both of our " learned
colleagues to keep your pencils sharpened, as we are getting to the
bottom of the barrel and you may come up with a handful of dust."
Said motion seconded by Mr. Donaldson and carried. Subject to
Legal Counsel approval, the President and Secretary of the Commission
are authorized to enter into said Contract.
b.
