<br />Mr. Brownell said the recommendation is that this contract be
<br />awarded to the low bidder, Nautilus Construction, Inc., of Elkhart,
<br />Indiana, for base bid of $40,756.00 and Alternate A in amount of
<br />$6,620.00, or a total bid award of: $47,376.00. Alternate B will
<br />not be awarded at this time.
<br />Discussion followed on the large discrepancies on the bids, with
<br />Commissioner Wade saying he still believes that you get what you
<br />pay for, and stated: "We have an obligation to the taxpayers to
<br />not be sorry. I hope you can do it, but it scares me. Someone
<br />here does not know what they are doing, or.did not know what they
<br />were doing, is the only question I have. Commissioner Chenney
<br />said whoever gets the contract has to put up a performance bond.
<br />Mr. Georqe W. Batchelder, representing the Nautilus Construction
<br />Company, advised he is familiar with this type of construction.
<br />ThE: major cost, as pointed out by Commissioner Wiggins, is for
<br />labor, and he does not expect to use very expensive labor on it.
<br />The rock is the biggest cost and he said we will get a good grade
<br />of rock and we will have the proper wire baskets. Some of the
<br />other bidders may be afraid of labor costs. Unless labor costs
<br />are supervised closely and have reasonable costs on labor, it
<br />could get out of hand. Commissioner Wade agreed to this but
<br />stated there is a 400% difference, with Dan Lawson reading off
<br />the differences, and the differences are drastic between well -
<br />known and recognized contractors and that these are unique pro-
<br />jects.
<br />Motion was made by Mr. Wiggins, seconded by Mr. Wade and carried,
<br />that Contract No. 1 for Colfax /Pier Park Dredging be awarded to
<br />the low bidder, Nautilus Construction Corporation, in base bid
<br />amount of $40,756.00 and Alternate A in amount of $6,620.00, or
<br />a total bid award of: $47,376.00; subject to Legal Counsel ap-
<br />proval and HUD Area Office approval, and if approved, thE: Commis-
<br />sion President and Secretary authorized to enter into and execute
<br />contract.
