2. APPgOVAL OF MINUTES (Cont'd Mr. Butler: They try to do the same as us? Ms. Derbeck: Well, yes! Well, some of these are almost verbatim in spots. Mr. Wiggins: They are. Ms. Derbeck: Yes, although they left out large parts of the discussions by the Councilman. Mr. Brownell: Mr. Terry Miller's requests on these Minutes are contained on Page 3, the Minutes of the Special Meeting of the 29th. Ms. Derbeck: The comments made in these Minutes of the 29th is all in regard to parking. I think he asked other questions too that are not in the Minutes. Mr. Wi ins: Well, I think there is a procedural matter here too that needs some consideration, if I can stick my 'oar' in. (To the Chair): By your leave? Mr._INimtz: Yes, go ahead. Mr. Wi ins: The fact is that we operate very loosely in terms of the Roberts Rules of Order. You will find throughout all of these Minutes, comments by people, other than the Commissioners -- either at their own initiative or upon invitation -- none of which is legally constituting any kind of entitlement. I think, in fairness, you ought to be as level with this, and...as you have carried it as far as you have ... with the idea that these are public meetings with everyone entitled to attend. This does not really mean that they have any legal entitlement to participate, beyond what invitation might be extended to them, and now, there has been extensive opportunities provided, but the actual responsibility of what happens here lies with the Commis- sioners. Ms. Derbeck: I did not say I was making a formal objection. I just said, for the record, that I think it should be noted. Mr. Wi ins: It would seem that if there is a problem here, in terms of Councilman Miller, he should be the one to be here and ob- ject! Ms. Derbeck: No. I'm bringing this up on my own behalf. I know from the verbal parts of the meeting from the notes that I had taken that several things were left out. - 5 -
