NEWIBUSINESS (Cont'd) Commissioner Wiggins stated that he will be glad to refer this to the Board of Works with our recommendation that the bricks be given to Southhold,'and further that the Board of Works give further consideration for .the conservation of the bricks`; if it means the removal and storage some place, so be it! Com- missioners all concurred, and the statement was requested to be made the motion by Mr. Wiggins, seconded by Mr. Donaldson and carried. It was also suggested that mounds of dirt be placed on top of the bricks; however, in jest it was stated by several that the dirt would be taken first, then the bricks.' b. Commercial Lease: Commission approval was requested for a COMMERCIAL Commercial Lease between the Department of Redevelopment and LEASE the Department of Public Works, Division of Facilities, Bureau of Municipal Parking of the City of South Bend; 'to use Disposi- tion Parcels 4 -1, 4 -31, 4 -32, 4 -78 and 4 -79 for surface park- ing, commencing May 5, 1975, on a month -to -month basis, in amount of $1.0.00 per month. Project Indiana R -66. Mr. Butler defined the parcels as: 4 -1, 4 -32 and 4 -31 is the entire area east of Michigan Street, across the street from Wymans; Disposition Parcels: 4 -78 and 4 -79 are the service drives. Motion for the approval of the above Commercial Lease was made by Mr. Chenney, seconded by Mr. Donaldson and carried. Commissioner Wiggins said he is concerned with the approval of the motion of the lease. What happens to other property that we have previously leased to them from the Civic Center? Mr. Brownell advised that we sold the land called for the Century Center and these have been used for parking. We are closing off the monthly parking and moving south where the old School Administration Building was. This particular lease will not be for monthly parking; this will be for people who want to come downtown and they will have this parking area for parking. It will be metered parking for people to shop etc. Mr. John Paulson, owner of the Hans- Rintzsch Luggage Shop, asked "if the "hole -in -the- ground' (the amphitheaterY, will it be filled and graveled off ?" Presiding Officer, President: Nimtz, back chairing the meeting, said, "This is the old question of parking. Parking is the City's responsibilities because of the bond issue for the parking. garages; they have certain legal commitments. The parking meter monEy is pledged to the payment of the bonds, so any question of parking and free parking is a city responsibility, and they have to watch their legal commitment to the bond holders. Is this right, Counselor ?" Mr. Butler responded, "That is absolutely correct! " President Nimtz said that Kevin Butler-has researched this matter and that is why it was done that way.
