COMIUNICATIONS (Cont'd) <br />Mrs Allen: You also have to remember that if you are going to have elderly <br />people down there and .luxury apartments, that you must have a <br />grocery store- -li -ke a commissary= -and a delicatessen, like <br />they have in Dallas in their apartment complex. Not a drive -in <br />facility, but have some place where the people can go to get <br />something to eat, because those folks are not'interested in a <br />closed office building at night. <br />Mr. Nimtz: Janet, I am sure they have considered this, but, -I know from <br />the discussions that I have had, that the thing has to be <br />economically feasible on a square footage basis. Isn't that <br />right? <br />Mr. <br />Fleck: Right. <br />Mr. <br />Nimtz: And there are a lot of things people would like, but when you <br />are charging minimum rent, there are only certain things that <br />you can do. Am I putting it correctly? <br />Mr. <br />Fleck: Yes, sir. Exactly. <br />Mr. <br />Nimtz: I might say and report to the Commission that, although Mr. <br />Brownell and the staff have been busy on various matters, <br />including these negotiations with HUD, he and the staff have <br />been working on things that need to be done concerning this, <br />because we are not only involved, but the Area Plan Commission <br />is involved, the City Council is involved, MACOG is involved, <br />and HUD is involved - -all those agencies have to approve this. <br />Mr. <br />Wiggins: The success, or lack of, will be determined by approval of the <br />people, Janet, and this is a very important element, and I am <br />sure everyone involved in it has to be aware of it. <br />Now, when you mention high -rise in terms of this elderly, how <br />high -rise are we talking about? <br />Mr. <br />Fleck: Now, that depends, of course, upon the number of units designated <br />by HUD to be constructed which may be 150 to 200 units. Now, <br />therefore, that may be from 11 to 14 stories. Of course, the <br />times of construction required for a facility of that type are <br />very restrictive in themselves in terms of fire- proofing, and; <br />that sort of thing. There really is no other way to develop <br />a successful project for the elderly, except the high -rise kind <br />of situation. <br />We found that the elderly do not necessarily like to be out in an <br />area where we have plenty of open land and land that is relatively <br />inexpensive. They need the conveniences that are close at hand, <br />and, as the lady suggested; commissary, within the direct area <br />for the sake of convenience, but it needs to be fundamentally <br />a high -rise type of facility with all the protection you can <br />provide for it. <br />- 14 - <br />
