4. COMMUNICATIONS (Cont' Projected is a 150 -room luxury motel with a prestigious restaurant and cocktail lounge, occupying approximately 4.5 acres. This is proposed to be a Midway Motor Lodge and a Hoffman House Restaurant The construction time is approximately 12; months ; with'the anticipated opening to be no later than the completion of the Century Center. Construction could begin as early as this fall, but certainly no later, than the sp ring 'of 1976. A 20,000 sq. ft. office building, adjacent and possibly attached to the motel, with tennis courts to provide recreation for motel occupants and apartment residents. Approximately 4.5 acres is to be reserved for future office and commercial development, as needed, to meet the require- ments of the South Bend business community. We are prepared to build and lease, lease the land only, or sell the land for the purchaser to build, depending upon the interest shown. We believe some construction coulld begin as soon as the motel is started, but the total development of this area might not be determined for 6 - 12 months thereafter. We would, of course, expect to obtain Commission approval for specific projects that would be considered. 100 luxury apartments on approximately 4.5 acres, with construc- tion here not expected to begin until the middle of '76, and some change in number of units and type of construction may be necessary to accommodate the housing market at that time. An 11 to 14 story high -rise apartment project for the elderly occupying approximately two acres - -to include 150 -200 units, depending upon the allocation provided in HUD advertisement they they expect to be released in the near future. Because we feel this is important to South Bend, we would assure you that we will build the high -rise elderly beginning this fall, if we are the successful bidder. If another bid is successful, we would make the land available at same cost basis as we in- clude in our bid and subject to your approval of the project as designed by others. This could be the first project to begin construction, assuming they are successful in purchasing the land and obtaining the HUD award by September 1, 1975. "We appreciate your cooperation in making this project move as quickly as possible. We think it is not only important to the South Bend community to have construction begin this year, but it will be helpful to us in obtaining favorable interest rates and construction prices."
