6. NEW BUSINESS (Cont'd <br />Commissioner Wiggins said he helped design and write the <br />book on Paraplegic Foundation and this is a part of it. <br />Mr. John R. Kagel, Executive Director, Downtown South Bend <br />Council, said that he recognizes that the Commission is <br />mandated under this project -- Federal mandate - -to aid the <br />disabled veterans and paraplegics; however, the Commission <br />is to be commended the way they are going about it. The <br />Commission is mandated, but they had the foresight to <br />take care of it. The veterans and non - veterans must de- <br />pend on the wheelchair on an individual basis. For this <br />foresight, the Commission should be commended. <br />Commissioner Wiggins added that this is also an advantage <br />for the people- -not only the handicapped who have to use <br />wheelchairs- -but also the elderly who have difficulty in <br />walking. <br />On motion by Mr. Wiggins, seconded by Mr. Chenney and <br />carried, the authorization to advertise for bids on Phase <br />II -E Contract was approved. <br />Mr. John R. Kagel, in referring to the sidewalk and its <br />immense importance to the community, .requested if it might <br />be possible for the Redevelopment Commission or appropriate <br />Agency to inform the veterans organizations and /or The <br />National Paraplegic Foundation group that this action has <br />been taken. It would behoove this body, or whatever body <br />in the city, to inform them as a matter of public relations. <br />President Nimtz appointed Commissioner Wiggins to work out <br />a program relating to Mr. Kagel's request, which was accepted. <br />Addendum No. 1 to Contract Dated January 2, 1975: Mr. ADDENDUM NO. <br />Brownell advised we have a contract dated January 2, 1975, TO CONTRACT <br />between the Redevelopment Commission and the Department of WITH DEPT. OF <br />Community Development of the City of South Bend, whereby COMMUNITY DE- <br />Redevelopment paid the salaries and expenses incurred by VELOPMENT AP- <br />the Department of Community Development until March 31, PROVED <br />1975, at which time Community Development is to reimburse <br />US. <br />The Community Development funds are now in, but will not <br />be available until next week. The requirement of HUD is <br />that we make a draw on a letter of credit. <br />An Addendum to the Contract has now been made whereby we <br />will pay the salaries of the Community Development employees <br />through the pay period ending April 4, 1975, for a total <br />payment of $33,338.42; 60% of all office and operating ex- <br />penses, including gasoline and telephone, for a total of <br />
