6. NEW BUSINESS (Cont'd Commissioner Wiggins said he helped design and write the book on Paraplegic Foundation and this is a part of it. Mr. John R. Kagel, Executive Director, Downtown South Bend Council, said that he recognizes that the Commission is mandated under this project -- Federal mandate - -to aid the disabled veterans and paraplegics; however, the Commission is to be commended the way they are going about it. The Commission is mandated, but they had the foresight to take care of it. The veterans and non - veterans must de- pend on the wheelchair on an individual basis. For this foresight, the Commission should be commended. Commissioner Wiggins added that this is also an advantage for the people- -not only the handicapped who have to use wheelchairs- -but also the elderly who have difficulty in walking. On motion by Mr. Wiggins, seconded by Mr. Chenney and carried, the authorization to advertise for bids on Phase II -E Contract was approved. Mr. John R. Kagel, in referring to the sidewalk and its immense importance to the community, .requested if it might be possible for the Redevelopment Commission or appropriate Agency to inform the veterans organizations and /or The National Paraplegic Foundation group that this action has been taken. It would behoove this body, or whatever body in the city, to inform them as a matter of public relations. President Nimtz appointed Commissioner Wiggins to work out a program relating to Mr. Kagel's request, which was accepted. Addendum No. 1 to Contract Dated January 2, 1975: Mr. ADDENDUM NO. Brownell advised we have a contract dated January 2, 1975, TO CONTRACT between the Redevelopment Commission and the Department of WITH DEPT. OF Community Development of the City of South Bend, whereby COMMUNITY DE- Redevelopment paid the salaries and expenses incurred by VELOPMENT AP- the Department of Community Development until March 31, PROVED 1975, at which time Community Development is to reimburse US. The Community Development funds are now in, but will not be available until next week. The requirement of HUD is that we make a draw on a letter of credit. An Addendum to the Contract has now been made whereby we will pay the salaries of the Community Development employees through the pay period ending April 4, 1975, for a total payment of $33,338.42; 60% of all office and operating ex- penses, including gasoline and telephone, for a total of
