5. OLD BUSINESS (Cont'd <br />Motion was made <br />expenditure to <br />seconded by Mr. <br />6. NEW BUSINESS <br />by Mr. Wiggins to authorize the above <br />cover the repairs, in amount of $572.00, <br />Wade and carried. <br />Phase II -E Contract: Authorization was requested to ad- <br />vertise the Phase II -E Contract, for sidewalk ramps, vault <br />demolition and street surfacing, R -66 Project. <br />Mr. Brownell advised this contract was put together by <br />Mr. Bill Slabaugh, Department of Public Works, and we <br />are asking for authorization to advertise, with advertise- <br />ment to be published April 11 and April 18, 1975; . letter <br />to HUD for wage update on April 18; bid opening in the <br />Department of Redevelopment on May 14, at 10:00 a.m.; <br />tentative award of Contract by Commission on May 16; HUD <br />approval of contract award approximately May 23; begin <br />work on May 29, with completion estimated to be July 31, <br />1975. <br />In response to Mr. Brownell's request for further in- <br />formation and update, Mr. Bill E. Slabaugh gave the <br />history of this contract,and the reason for budgeting it <br />in the Indiana Project R -66 work was to repair the curbs <br />and sidewalks on Main Street and other areas not in the <br />Pedestrian Way improvements. Also, the resurfacing of <br />the streets was included in the original planning. This <br />was the contract to include all the loose ends of con- <br />struction. Since the approval of the budget by HUD, we <br />have used city forces to surface the streets. We now <br />plan to do the sidewalk ramps, vault removal, and replace- <br />ment, and the sidewalk repair at the J.M.S. Building Annex, <br />next to the new sidewalk where the grade was changed, and <br />one small spot on Wayne Street in front of Disposition Parcel <br />No. 8 -1. Mr. Slabaugh showed photographs of these areas he <br />had taken and explained what will be done on each. <br />Mr. Slabaugh advised The National Paraplegic Foundation, <br />who are devoted exclusively to the interest of Paraplegia <br />and Quadriplegia, had informed us of the state and federal <br />law that we must have ramps for afflicted people who are <br />immobile and confined to wheelchairs, and we have this in- <br />cluded on the repairs on the sidewalks with sidewalk ramps. <br />There are 38 sidewalk ramps which will be built in accord- <br />ance with State Highway Specifications and Federal mandate. <br />Three (3) ramps are to accommodate fire trucks in emergency <br />situations on the River Bend Plaza. <br />The engineer's estimated cost is $18,300 for the ramps and <br />$15,450 surfacing (which was paid in 1974). <br />- 5 - <br />PHASE II -E <br />CONTRACT AP- <br />PROVED FOR <br />ADVERTISING, <br />R -66 <br />
