5. <br />OLD BUSINESS (Cont'd) <br />Letter dated March 6, 1975, from Lawson Associates, was <br />presented to the Commissioners. Mr. Don Bassett was not <br />available for the HUD meeting and the consensus of the <br />HUD representatives was that HUD probably will not approve <br />the reduced Plaza Park Project recommended to the South <br />Bend Redevelopment Commission by Lawson Associates and <br />the tentative award to Arco Engineering Construction <br />Company by the Commission on January 17, 1975. <br />The alternates are: 1) Award the contract, as bid, to <br />Arco with the City of South Bend adding to the presently <br />available budget. This assumes that HUD would waive the <br />fact that Arco was over the Engineer's estimate. 2) Re- <br />duce the contract further and rebid it. HUD's position on <br />the alternatives will be forthcoming from Miss Fredi Rolsky. <br />The funds we have on hand for the Plaza Park is $278,361.50; <br />if additional funds needed from Community Development- - <br />$40,685.77- -could be made available, it would apparently be <br />possible to contract now for Arco to build the basic park <br />including all athe lighting for the bridge, path and all <br />feature areas, and also build all the alternates as indi- <br />cated in Lawson's letter of January 16, 1975. Total funds <br />needed for Plaza Park to be constructed as originally ap- <br />proved by the Commission is: $319,047.27. This budget <br />would be very tight with no contingency. <br />Any other course of action would probably result in a con- <br />siderably less complete park that may not be finished this <br />year. <br />President Nimtz extended the Commission's thanks to Mr. <br />Kagel and his associates for their concern involving the <br />completion of the Plaza Park and the forthcoming Bicentennial <br />activities, but there are things we can and cannot do. We <br />have had meetings held on this with HUD officals in order to <br />resolve it and we must comply with the HUD regulations to <br />get this done. Mr. Kagel said he recognizes the bureaucracy <br />of this program. <br />This item is tabled until we receive the response from HUD <br />for further action. <br />c. Update on Bid Bond Discussion, E -7: Mr. C. Wayne Brownell <br />gave an update of the Advisory Committee meeting on Feb- <br />ruary 28, 1975, re Ms. Conchita M. Washington's request <br />to waive bid bonds, in the Bureau of Housing Program, E -7 <br />Project. Ms. Washington made a presentation to the Advisory <br />Committee and the Committee decided to investigate the matter <br />and will make their recommendation in their next meeting, <br />which is a week from today. The request is to eliminate <br />the bid bonds, not the performance bonds.
