The award shall be made to the highest <br />bidder. <br />The manual provides the procedure to be followed, in- <br />cluding a statement of the circumstances justifying a <br />donation of any personal property. Such circumstances <br />would include the lack of interest or need for the pro- <br />perty by the LPA at the fair market value, the results of <br />the open bid competition, the salvage or scrap value of <br />the property, and documentation of efforts to solicit <br />prospective purchasers. The city obviously would be con- <br />tacted as a prospective purchaser. After all efforts des - <br />cribed in the manual have been exhausted to dispose of the <br />property for project proceeds, the property can be donated <br />to any party the LPA deems appropriate. <br />c. South Bend - Mishawaka Area Chamber of Commerce letter <br />dated March 4, 1975, to Redevelopment Commission: This <br />letter is from Mr. John R. Kagel, Executive Director <br />of the Downtown South Bend Council, with attached South <br />Bend Tribune news item dated March 3, 1975, referring to <br />a 'fire holocaust' in the downtown Terre Haute, which, <br />for period of hours, had threatened the central busi- <br />ness district in Terre Haute. <br />The letter states, the main shut -off valves within the <br />area of downtown South Bend has been discussed in several <br />of the Commission meetings. Mr. Kagel is stressing one <br />basic map showing all shut -off valves, and other pertinent <br />information, would assist in all future planning activities <br />by the City of South Bend. <br />Mr. Brownell advised the Commissioners the firemen, in the <br />Terre Haute fire, couldn't get to the shut -off valves, lo- <br />cated in the boiler room of the building, which sprayed <br />torchlike flames from the basement to the second floor, <br />and that part of the building had to be torn down before <br />the utility crews could safely plug the broken main. They <br />were afraid the vibrations from the ground might send the <br />wall right down on the men. <br />Mr. Kagel advised he is bringing this to our attention <br />as a follow -up on what can happen, and also so that the <br />official city will request and have the drawings for the <br />shut -off valves for all utilities shown on maps and be <br />available for the Fire and Police Departments. As we <br />are having the updated "As- Built" drawings prepared to <br />make certain the utilities and the cut -offs are shown. <br />Mr. Brownell advised the engineering firm is placing all <br />the updated "As- Built" drawings on the original tracings, <br />but that it will not include the utilities.
