7. PROGRESS REPORTS (Cont'd) (3) Have entered into the minutes that the City of South Bend has been officially_ designated by the federal government as an American Revolution Bicentennial City. Our community is the first city in the State of Indiana to be so honored, and one of only 22 cities in the nation to be- come an official participant in the Bicentennial. This project is tied to the Bicentennial and our ethnic activities are starting here this year in July. If we are going to hold up this work, we are going to be holding up the Bicentennial activities, and then it would be a serious "breach." We would be entitled to these decisions, in writing, immediately, that we, as a public representative, can follow up,on approval level -- whether local, state, or federal government- - as a matter of written record that they are answerable to the public on this. The public here must be made aware of the reasons if HUD is rejecting this contract. A. Mr. Brownell said he is sure the HUD people will send us a letter. Mr. Kagel said, "We want that decision signed by the senior official and the public will be entitled to see that response. The public will hold the official person- ally responsible for any delay of our Bicentennial acti- vities. I am hoping the public can be forewarned that these decisions can have -an adverse affect." River Bend Plaza Signs: Mrs. Janet S. Allen called atten- tion to the defaced sign at the north end of the Plaza. Mr. Brownell advised this has been brought to his attention Thurs- day morning and we will be coming up with a recommendation for new signs. Mrs. Allen advised she had submitted a recommended sign to Mr. Louis N. Wilcox in the past, which is a design of the logo of the Plaza, and it wouldn't cost much for the cut- out letters. Mrs. Allen also suggested the sign be straightened at "Miller's Pass." Mr. Brownell said the signs at each end of the Plaza and Miller's Pass will be checked into and he will have a re- port the first of the week. SIGNS, RIVER BEND PLAZA, R -66 Supergraphic: Ms. Jeanne Derbeck, South Bend Tribune Report- SUPERGRAPHIC, er, said that she has heard so many people compliment the RIVER BEND Supergraphic in the past as a source of pride, and asked if PLAZA, R -66 we now have any plans to redo it. Mr. Soltesz advised that they had a very lengthy discussion on this in the Advisory Committee meeting. The factor re- mains as to what will be done on the two blocks that will be on- going -- whether the half block or the full block is con- - 11 -
