7. <br />PROGRESS REPORTS (Cont'd) <br />(3) Have entered into the minutes that the City of <br />South Bend has been officially_ designated by <br />the federal government as an American Revolution <br />Bicentennial City. Our community is the first <br />city in the State of Indiana to be so honored, <br />and one of only 22 cities in the nation to be- <br />come an official participant in the Bicentennial. <br />This project is tied to the Bicentennial and our <br />ethnic activities are starting here this year in <br />July. <br />If we are going to hold up this work, we are going to <br />be holding up the Bicentennial activities, and then it <br />would be a serious "breach." We would be entitled to <br />these decisions, in writing, immediately, that we, as <br />a public representative, can follow up,on approval <br />level -- whether local, state, or federal government- - <br />as a matter of written record that they are answerable <br />to the public on this. The public here must be made <br />aware of the reasons if HUD is rejecting this contract. <br />A. Mr. Brownell said he is sure the HUD people will send <br />us a letter. <br />Mr. Kagel said, "We want that decision signed by the <br />senior official and the public will be entitled to see <br />that response. The public will hold the official person- <br />ally responsible for any delay of our Bicentennial acti- <br />vities. I am hoping the public can be forewarned <br />that these decisions can have -an adverse affect." <br />River Bend Plaza Signs: Mrs. Janet S. Allen called atten- <br />tion to the defaced sign at the north end of the Plaza. Mr. <br />Brownell advised this has been brought to his attention Thurs- <br />day morning and we will be coming up with a recommendation for <br />new signs. Mrs. Allen advised she had submitted a recommended <br />sign to Mr. Louis N. Wilcox in the past, which is a design of <br />the logo of the Plaza, and it wouldn't cost much for the cut- <br />out letters. <br />Mrs. Allen also suggested the sign be straightened at "Miller's <br />Pass." Mr. Brownell said the signs at each end of the Plaza <br />and Miller's Pass will be checked into and he will have a re- <br />port the first of the week. <br />SIGNS, <br />RIVER BEND <br />PLAZA, R -66 <br />Supergraphic: Ms. Jeanne Derbeck, South Bend Tribune Report- SUPERGRAPHIC, <br />er, said that she has heard so many people compliment the RIVER BEND <br />Supergraphic in the past as a source of pride, and asked if PLAZA, R -66 <br />we now have any plans to redo it. <br />Mr. Soltesz advised that they had a very lengthy discussion <br />on this in the Advisory Committee meeting. The factor re- <br />mains as to what will be done on the two blocks that will be <br />on- going -- whether the half block or the full block is con- <br />- 11 - <br />
