NEW BUSINESS (Cont'd <br />had a cashier's check or bid bond in amount of 10% of the <br />contract before starting to bid, with agreement the <br />performance bond will be supplied upon awarding of the <br />contract. Commissioner Chenney said he would like to see <br />their bids; he would then know who they are and what they <br />are; the names - -who's in charge of the firms and who signs <br />the bids -- and if these contracts have been okayed by the <br />Commissioners? Mr. Crighton said these contractors have been <br />okayed by the Advisory Committee. Commissioner Wiggins added <br />that the Commissioners are depending on the Advisory Committee <br />to a large extent. Mr. Brownell advised that they had reviewed <br />each of the bids with the Advisory Committee. <br />b Change Order No. 1 to Demolition Contract No. 38: Mr. <br />Brownell advised this contract was awarded to Warner <br />Brothers, and on the remaining wall between Parcels 21 -9 <br />and 21 -10, we ran into a problem and found the brick wall <br />that the contractor was trying to take down was up against <br />the brick wall of the adjoining property. He asked Mr. Bill <br />Slabaugh to inspect the wall and make a recommendation. Mr. <br />Slabaugh's recommendations were noted in his memorandum of <br />January 28 to Mr. Rollin E. Farrand, City Engineer, with copy <br />to Mr. Brownell. Mr. Farrand has approved Mr. Slabaugh's <br />recommendations, as specified in the memorandum. <br />Mr. Brownell advised he had consulted with President Nimtz <br />and was asked to have Mr. Slabaugh advise the contractor <br />on how he should proceed to protect the wall, and that <br />will result in a change order to be presented to the*Com- <br />missioners when we have the amount of the cost from the <br />contractor. <br />Mr. Slabaugh advised they do not want to break the weather <br />seal until the whole building was completely removed from <br />the wall and then we can see what problems will come up. <br />It appeared we should leave the wall there. One of the <br />things on inspections, we cannot be on every phase of it. <br />Mr. Slabaugh advised that when the builders put the first <br />course of the brick up, they didn't put any mortar up against <br />the wall; e.g., the first course of bricks is just laid in; <br />it is not mortared in place. If we would remove the exist- <br />ing wall of the building that was purchased by the Depart- <br />ment of Redevelopment, we would be exposing water entry into <br />the building and then would have a constant problem. When <br />a contingency is put in, usually the full amount is used. <br />If the change order is prepared when we know what actual <br />work is needed, Mr. Slabaugh believed the work would be at <br />low cost. <br />Mr. Brownell advised that we can wait for a change order <br />to come through, and the contractor is proceeding to do the <br />work. He said he wanted the Commissioners to be aware of <br />the work proceeding.
